As higher education systems evolve in response to global digitalization, it is essential that Rwanda’s Higher Learning Institutions (HLIs) adopt models of teaching, learning, and assessment that are innovative, ethical, inclusive, and quality-driven.  \nThese Guidelines and Assessment Tools for distance Learning in Higher Learning Institutions provide a unified framework to support this transformation. They articulate the standards, principles, and procedures necessary to design, deliver, and evaluate distance learning education. The guidelines are designed to strengthen institutional capacity, safeguard academic integrity, and promote excellence, accountability, and comparability across Rwanda’s higher education system.  \nThe implementation of these guidelines begins immediately after their official publication and dissemination to all Higher Learning Institutions by the Higher Education Council.  \nAll Higher Learning Institutions and other partners involved in distance/blended learning are encouraged to align their policies, programmes, and practices with the provisions of these guidelines. However, HEC will review these guidelines periodically based on technological advancements and sector feedback. Its coordination will be done by a dedicated unit in collaboration with HLIs.  \nThrough these guidelines, HEC reaffirms its commitment to advancing a higher education sector that is digitally competent, nationally relevant, and globally competitive. The Council calls upon all Higher Learning Institutions to implement them diligently in the spirit of innovation and shared responsibility for quality education in Rwanda.  \nAs technology continues to evolve rapidly, and as higher education strives to remain relevant and responsive to global digital transformations. , It is the hope of HEC that end users will find this document a vital tool for enhancing the quality, relevance, and innovation of higher education delivery in Rwanda.
