This is particularly true for many of the families who live in the southern fifteen counties we serve. Many of these families work at jobs that require them to work non-traditional hours (evening or midnight shifts) also causing child care accessibility and/or arrangements to be during nontraditional working hours. This along with other factors can make finding affordable, dependable and quality child care difficult. If a parent is not successful in finding such child care, the parent may not be successful in the work place. Additionally, the child (ren) may not be successful as he or she develops emotionally, physically, socially and academically. \nThe Illinois Department of Human Services (IDHS) helps support working parents by funding a statewide Child Care Assistance Program (CCAP) . Child Care Resource and Referral (CCR&R) agencies across the State of Illinois provide a number of important services to parents, child care providers and the communities they serve. These services include: \n• A computerized database of child care providers; \n• Referrals and consumer education to parents looking for child care; \n• Recruitment of new child care providers; \n• Training and technical assistance to child care providers; \n• Analyzing and disseminating data; and \n• Financial assistance for child care. \nThis guide has been developed for agency personnel who also serve families that may be in need of dependable, affordable and quality child care assistance. This is an informative guide that is designed to answer questions about our program. It is not intended to replace IDHS policy, but only to be used as an informational guide. \nWe sincerely look forward to continuing a successful working relationship with each agency on behalf of parents and children of Southern Illinois. \nSincerely, \nThe CCR&R Staff \nProgram and Philosophy \nThe IDHS Child Care Assistance program is based on a philosophy of promoting independence and parent responsibility. For welfare to work families, emphasis is placed on finding and maintaining good child care arrangements to enable a parent to stay in the workforce and off the welfare rolls. \nChild care is no longer a welfare program. In fact 2/3 of the parents we serve in our office are not receiving cash grants from IDHS. Although we promote parent responsibility, it is important to remember that it is not our job to make the program so cumbersome that it provides a drain on families that counteracts its ability to support the family in their efforts toward self-sufficiency. \nWhile it is extremely important to be fiscally responsible in this program, we must never forget the needs of the child, nor minimize the efforts of the parent. \nCCR&R PROGRAM PHILOSOPHY \nChild Care Resource and Referral is dedicated to enhancing the quality of children’s lives, with emphasis on improving the accessibility, affordability, and quality of child care, by working together with parents, providers, and communities. \nThe program is based on the foundation of respect; \n• Respect for children \n• Respect for families \n• Respect for providers \n• Respect for “communities” \n• And respect for our co-workers \nEach year the CCR&R staff develops a set of goals and objectives to move the program and its mission forward. Then, together as a TEAM, CCR&R staff work together to see that those goals and objectives are met. \nCollectively, the staff will help in developing procedures, new polices and program services. \nIF A PARENT NEEDS GO TO \nHelp Paying for Child Care Child Care Assistance Program \nHelp Finding Child Care Child Care Refe","cbCaiugDnfP7WuRI","https://ap.wps.com/l/cbCaiugDnfP7WuRI","pdf",628159,31,"English","# Agency Personnel Guide\n## Program and Philosophy\n## Child Care Assistance Program\n## Financial Assistance","[{\"question\":\"Who is this guidebook intended for?\",\"answer\":\"It is developed for agency personnel who serve families that may need dependable, affordable, and quality child care assistance.\"},{\"question\":\"What services do CCR\\u0026R agencies provide to parents and providers?\",\"answer\":\"Services include a computerized database of child care providers, referrals and consumer education, recruitment of new providers, training and technical assistance, analyzing and disseminating data, and financial assistance for child care.\"},{\"question\":\"How does the guide describe the Child Care Assistance Program’s purpose?\",\"answer\":\"It is designed to help Illinois families achieve self-sufficiency and independence by giving low-income working families access to affordable, quality child care while they work or participate in approved activities.\"}]","Guidebook for Agency Personnel - Help Paying for Child Care - Child Care Assistance Program | PDF",1789841677]
