\nGordon van Welie \nPresident and Chief Executive OfficerISO New England Inc.1 Sullivan RoadHolyoke,MA 01040 \nDear Mr.van Welie, \nl am writing to share the perspective of the Commonwealth withregards to the Greater Boston Reliability Study currently underway at ISONew England (ISO-NE).I am providing these comments with the \nknowledge of the many initiatives and studies that ISO-NE is leading as itplans for a grid that will meet the future reliability needs of the region. \nThe Greater Boston Reliability Study serves as an excellentopportunity to review a set of projects that will bring power to theCommonwealth's largest metropolitan area, and address the region'spressing reliability needs.I am aware that ISO-NE is reviewing twoprojects, one that uses alternating current transmission lines and anothersubmarine project that utilizes high voltage direct current technology. \nFrom the Commonwealth's perspective,we believe that a broad setof criteria should be considered as part of your evaluation:(1)the ability toimprove resiliency of the grid by reducing susceptibility to storm damageand security threats;(2)the ability to quickly implement a solution givenreliability needs;(3)the solution that minimizes community and \nenvironmental impact;(4)the increased system flexibility given expectedgenerator retirements;and(5)of course, lifecycle costs to ratepayersincluding transmission congestion during construction.I appreciate your \ngiving these criteria strong consideration as you evaluate technologies tobest serve the region. \nWe have all been working diligently on the complex energy matters inthe region.Given the significance of the Greater Boston Reliability Study, and its broad impact well into the future,an exhaustive review is needed.Iam grateful for ISO-NE's efforts in this deliberative process and I lookforward to our continued partnership. \nSincerely, \n## THE COMMONWEALTH OF MASSACHUSETTSOFFICE OF THE ATTORNEY
