Building on national commitments and institutions, it amplifies ongoing work, creates synergies, and maximizes impact. \nThe GA’s implementation strategy at the country level will be developed through a co-creation process with governments, social partners, UN agencies, IFIs and other stakeholders to build a tailor-made approach adapted to each country’s specific context and circumstances, starting with a roadmap. \nThe GA roadmap is a whole-of-government approach which aims to complement and leverage existing national development plans, policies, and strategic investments and increase their social, environmental, and economic impacts through 1-policy coherence and integration, 2-more adequate and sustainable financing, 3-enhanced multilateral cooperation. \nThe GA roadmap should identify relevant entry points for the Global Accelerator in the country, such as policy gaps, untapped job creation potential, social protection coverage and adequacy gaps, and decent employment deficits that the GA could address and/or key sectors of the economy where an integrated policy and financing approach would be relevant. It should also identify how to finance the proposed policy changes and investments – including in the framework of Integrated National Financing Frameworks processes where relevant. It should provide a first idea of the expected impact of the GA and the required coordination at the national level. \nThe roadmap is expected to also be the basis for specific investment and development cooperation projects of participating UN and other development agencies, IFIs, the private sector and employers and workers organizations, that will support the implementation of the GA over the next four years and beyond. Countries that have developed compelling GA roadmaps will be prioritized in the first funding rounds of the Joint SDG Fund Window on Decent Jobs and Universal Social Protection. \nA 5-Steps Process to Establish and Adopt Roadmaps \nWhile national roadmaps will differ in scope and focus, reflecting the different country contexts, realities and needs, they should be developed along the five proposed steps described below. The roadmap development process should be completed within 6 to 12 months1. \nRoadmaps are strategic documents that should be clear, concise, and focused (less than 15 pages) . Once adopted, they will guide the development of specific policies and actions, complemented by additional in-depth assessments if required. \nDeveloping the roadmap is expected to be a transparent and participatory process, involving relevant ministries, workers’ and employers’ organizations, UN and other development agencies, IFIs and development banks, relevant sector skills councils, social protection/security and other institutions, relevant regional/local entities, other national partners, CSOs and academia. \n1. Establishment of coordinating structures-Once the Government has confirmed its commitment to the GA on Jobs and Social Protection for Just Transitions, the Government is invited to nominate a Lead Government Institution or Ministry that will coordinate at political/ministerial level the development and implementation of the roadmap with other institutions, ministries, and social partners. A GA Team will also be set up at technical level for more detailed coordination purposes. \n2.
