Due to this constitutional provision, and because many capital improvement projects take several years to complete, capital appropriations must be reauthorized, or reappropriated, by the General Assembly. To do this, OBM, in partnership with agencies, reviews the status of all capital appropriation line items (ALIs) and identifies available balances for reappropriation. To assist with this review, OBM will share available balances as of October 20, 2023. For each reappropriation request, agencies must add numeric and narrative data in the Budget Enterprise Application (BEA) . \nIn addition to reappropriating necessary capital balances, the reappropriations process allows agencies to review long-standing encumbrances and to consider repurposing or canceling these balances. For this review, OBM will share a report that lists capital encumbrances established prior to July 1, 2020. If applicable, the reappropriations process also requires agencies to provide a community project status update. OBM will distribute separate templates for old encumbrance review and community project updates that must be uploaded to BEA. Agencies must save all reappropriation requests under the appropriate folder in the Budget Enterprise Application after publishing the budget request package. The deadline to publish reappropriation requests to BEAis Monday, November 20, 2023. \nCapital Reappropriation Requests \nAmounts in the reappropriations bill serve as placeholders. Estimates are necessary due to the time between bill development, introduction, and passage. Language in the budget bill clarifies that the actual amount reappropriated is the unexpended and unencumbered balance of a line item at the end of the fiscal year plus any adjustments that the General Assembly makes. \nWhen submitting reappropriation requests, please remember to: \n• Request reappropriation for every line item expected to have available balances as of June 30, 2024. If an ALI is not included in the reappropriations bill, then any unencumbered appropriation amounts may lapse at the end of fiscal year 2024. \n• Not submit reappropriation requests if the full amount of an ALI is expected to be encumbered or disbursed by June 30, 2024. \nAgency Requirements for Reappropriations \n1. Enter numeric and narrative data for each capital reappropriations request via form in the Budget Enterprise Application. \n2. For each ALI requested for reappropriation , complete either an Agency Capital Reappropriation Justification form-or-an Agency Capital Redirection Justification form in BEA. \n3. If applicable, complete and upload the Old Encumbrance Review template to the Agency Report Package in BEA. \n4. If applicable, complete and upload the Community Project Status Update template to the agency report package in BEA. \n5. Refresh and publish the Agency Reappropriations Request Report Package in BEA by November 20, 2023. \nSpecial Circumstances and Additional Information \nThe following situations may impact your agency: \nCapital Appropriation Established After October 20, 2023 \nThe reappropriation of line items created by the Controlling Board or other legislation after October 20, 2023 , and before June 30, 2024, will be addressed with general language in thereappropriations bill. Agencies should maintain a list of capital line items created during this period to reconcile with OBM later in the reappropriation process. \nLanguage Review \nRecurring language for the Capital Reappropriations bill is highly technical and impacts only a few agencies. The current language from the fiscal years 2023-2024 capital and reappropriation bills will be shared with agencies later this month. Please review the language carefully and request necessary changes. \nReappropriations of Less Than $1,000 \nO","cbCaile3RxHOY9u6","https://ap.wps.com/l/cbCaile3RxHOY9u6","pdf",435202,"English","# Introduction\n## Capital Reappropriation Requests\n## Agency Requirements for Reappropriations\n## Special Circumstances and Additional Information","[{\"question\":\"Why are capital appropriations reappropriated for FY2025-2026?\",\"answer\":\"Capital appropriations must be reauthorized because the Ohio Constitution limits appropriations to no more than two years, and many capital projects take longer to complete.\"},{\"question\":\"When must agencies submit capital reappropriation requests to BEA?\",\"answer\":\"Agencies must refresh and publish the Agency Reappropriations Request Report Package in BEA by Monday, November 20, 2023.\"},{\"question\":\"What rules apply to reappropriating amounts under $1,000?\",\"answer\":\"OBM will not reappropriate amounts less than $1,000 unless there are extenuating circumstances, in which case agencies should contact their OBM budget analyst.\"}]","FY2025-2026 Capital Reappropriations Guidance - Fiscal Years 2025-2026 | PDF",1789170711]
