The roadmap for the roll-out and implementaƟon of the Omni-CBR and the draŌ Omni-CBR template (an excel spreadsheet) were also published.
FSCA COMMUNICATION 16 OF 2022
The CommunicaƟon included informaƟon about various industry engagements planned by the FSCA to provide explanatory guidance and solicit iniƟal feedback on the draŌ Omni-CBR template.
YouTube videos (recorded by the FSCA) are available as an introducƟon to the Omni CBR. Links to the YouTube videos are contained in the CommunicaƟon, which is available on the FSCA's website at:
: hƩ[ps://www.fsca.co.za/Regulatory%20Frameworks/Pages/General-FSCA-Legisla](ps://www.fsca.co.za/Regulatory%20Frameworks/Pages/General-FSCA-Legisla)Ɵon.aspx
WriƩen commentary was invited on the draŌ Omni-CBR template.
WHAT IS THE OMNI CBR?
The idea is that asfrom a future date most financial insƟtuƟons (see below) will be required by law to submit online quarterly informaƟon to the FSCA. Thus, the term “omni” as it applies to many types of financial insƟtuƟons. This provision of informaƟon will entail answering quesƟons prescribed by the FSCA. The FSCA will then use the informaƟon financialinsƟtuƟons give to them (and other informaƟon) to supervise the financial insƟtuƟon in relaƟon to whether it treats its customers fairly and how it conducts itself.
THE MAIN SUPERVISORY TOOL
The Omni CBR will bethe main (not the only) supervisory tool forthe FSCAto obtain informaƟon from financial insƟtuƟons. It will be compulsory, statutory reporƟng. It will form the “cornerstone of the FSCA's off-site supervisory toolkit”.
FSCA DRAFT OMNI CONDUCT OF BUSINESS RETURN(OMNI CBR)
TO WHICH FINANCIAL INSTITUTIONS DOES THE OMNI CBR APPLY?
The following financial insƟtuƟons will have to submit the Omni CBR quarterly:
| | Co-operaƟve Financial InsƟtuƟons |
| --- | --- |

ReƟrement Funds and ReƟrement Fund Benefit Administrators
TIMELINE FOR THE IMPLEMENTATION OF THE OMNI CBR
ConsultaƟon and implementaƟon of the Omni CBR will take several years. By June 2026, all the relevant financial insƟtuƟons will be required to be accurately and fully reporƟng on a quarterly basis in compliance with the Omni CBR.
There are implementaƟon steps laid out in the roadmap, including fortesƟng and compliance on a best effort basis. The four phases of roll-out are summarised inthe roadmap as follows:

| PHASE 1 (2022) |
| --- |
| CONSULTATION ON TERMINOLOGY AND DATA REQUIREMENTS
Ÿ Webinars to explain the Omni-CBR and roll out plan
Ÿ Industry engagement workshops per sector
Ÿ WriƩen comments |

| PHASE 2 (2023) |
| --- |
| ASSESSMENT OF SYSTEMS AND OPERATIONAL IMPACT
Ÿ Industry pilot reporƟng to assess systems and operaƟonal impact
Ÿ Alignment with internal FSCA systems and digital transformaƟon developments
Ÿ ConsideraƟon of potenƟal further regulatory harmonisaƟon and COFI impacts |

| PHASE 3 (2024) |
| --- |
| TWO YEAR TRANSITIONAL REPORTING
Ÿ Incremental reporƟng on a best effort basis
Ÿ ProporƟonal phasing-in based on readiness of different sectors and enƟty types (large, emerging, small)
Ÿ Two-year transiƟonal period |

| PHASE 4 (2026) |
| --- |
| STEADY STATE POST COFI FINAL IMPLEMENTATION
Ÿ Full and final statutory conduct reporƟng across all sectors on a quarterly basis |

WHAT INFORMATION WILL FINANCIAL INSTITUTIONS BE REQUIRED TO PROVIDE IN THE OMNI CBR?
The draŌ excel spreadsheet includes the informaƟon that the FSCA requires and can be obtained on the FSCA's website. This spreadsheet is part of the consultaƟon process and will sƟll therefore undergo change. The spreadsheet consists ofinstrucƟons, a declaraƟon, definiƟons, a general secƟon (which all the types of financial insƟtuƟons will answer), customisable secƟons, and a number of tabs that include quesƟons that are specific to the parƟcular type of ","cbCaimNZIhPQCXa5","https://ap.wps.com/l/cbCaimNZIhPQCXa5","pdf",1853425,"English","# What is the Omni CBR?
## The main supervisory tool
# To which financial institutions does the Omni CBR apply?
# Timeline for the implementation of the Omni CBR
## Phase 1 (2022)
## Phase 2 (2023)
## Phase 3 (2024)
## Phase 4 (2026)
# What information will financial institutions be required to provide in the Omni CBR?
## Themes for requested information
# Engaging","[{"question":"What is the Omni CBR and what is its purpose?","answer":"The Omni CBR is a compulsory quarterly statutory reporting requirement.
