The U.S. Department of Energy, Richland Operations Office, provided a partial response, enclosing documents with deletions under Exemptions 2, and 10-ODD-0004 and 10-ODD-0008 pursuant to Exemption 2 of the FOIA. Exemption 2 protects information relating to internal personnel rules and practices or agency matters that are \"related solely to the internal personnel rules and practices of an agency.\" This Exemption encompasses two categories: \"more substantial interest matters\" and \"minutiae of administrative and operational detail.\" The disclosed information, specifically regarding the Hanford Site, has been reviewed and categorized. The document further specifies that information concerning the operation of the Hanford Site, particularly sensitive insight into the operation of the Internal Storage Cask and the Plutonium Finishing Plant, has been withheld. This is because if released, it could be used to educate terrorists or other individuals or entities seeking to harm the national security concerning the sensitive operations of both activities. For this reason, the information has been deleted. The response also informs Mr. Carpenter of his right to appeal the Office of Hearings and Appeals' determination within 10 CFR 1004.8. Any such appeal must be made in writing to the specified address and should be filed within 30 days of receipt of the letter.",{"@graph":63,"@context":119},[64,80,102],{"@type":65,"itemListElement":66},"BreadcrumbList",[67,71,74,77],{"item":68,"name":69,"@type":70,"position":9},"https://docshare.wps.com","Home","ListItem",{"item":72,"name":10,"@type":70,"position":73},"https://docshare.wps.com/template/",2,{"item":75,"name":41,"@type":70,"position":76},"https://docshare.wps.com/template/letters/",3,{"item":78,"name":59,"@type":70,"position":79},"https://docshare.wps.com/template/freedom-of-information-act-request-foia-2010-01517/243619/",4,{"url":78,"name":59,"@type":81,"image":82,"author":87,"headline":59,"publisher":90,"fileFormat":93,"inLanguage":57,"description":61,"dateModified":94,"datePublished":95,"encodingFormat":93,"isAccessibleForFree":96,"interactionStatistic":97},"DigitalDocument",{"url":83,"@type":84,"width":85,"height":86},"https://docshare.wps.com/thumbnails/freedom-of-information-act-request-foia-2010-01517/243619.png","ImageObject",442,249,{"name":88,"@type":89},"eBook King","Person",{"url":68,"name":91,"@type":92},"DocShare","Organization","application/pdf","2026-10-18","2026-09-12",true,{"@type":98,"interactionType":99,"userInteractionCount":101},"InteractionCounter",{"@type":100},"ViewAction",7,{"@type":103,"mainEntity":104},"FAQPage",[105,111,115],{"name":106,"@type":107,"acceptedAnswer":108},"What information was requested by Mr. Tom Carpenter?","Question",{"text":109,"@type":110},"Mr. Tom Carpenter requested \"any and all DOE Surveillance reports generated at or related to the Hanford Site since January 1, 2009, to the present\" and any and all responses to such concerns, including but not limited to correspondence, memoranda, emails, corrective actions and proposals.","Answer",{"name":112,"@type":107,"acceptedAnswer":113},"What information was withheld and why?",{"text":114,"@type":110},"Information regarding the operation of the Hanford Site, particularly sensitive insight into the operation of the Internal Storage Cask and the Plutonium Finishing Plant, was withheld.
