Development began in October 2018 after identifying a need for change, using leadership, administrative practice analysis, performance outcome review, and perception gathering across students, staff, parents/guardians, and community members. The plan consolidates 800+ survey responses using Likert scale measures and descriptive statistics, then derives key outcomes, strengths, and weaknesses.
