The document sets out priorities for watershed management and restoration actions. The Watershed Management Strategy will allow the Technical Committee to advise the Watershed Forum on how to proceed with allotting funds for specific actions. The goals are to improve temporal retention of water to increase base flows, reduce sedimentation, protect streambanks, improve upland vegetation, and improve groundwater recharge. \nPrepared for: \nPlumas County Flood Control and Water Conservation District \nPrepared by: \nEcosystem Sciences \n280 N. 8th Street \\#208 Boise, Idaho 83702 \nPh. 208.383.0226 [www.ecosystemsciences.com](www.ecosystemsciences.com) \nThe Monterey Settlement 3 \nGoals \nFunding Approach \nAdaptive Management \nFeather River Watershed 5 \nWatershed Map \nWatershed Condition 7 \nWatershed Restoration 9 \nSubwatershed Map Alluvial Valleys Map \nRestoration Priorities 15 \nPriority Subwatersheds and Streams \nFirst Tier Projects Second Tier Projects Innovative Projects \nProject Solicitation and Selection Process 23 \nProject Monitoring, Evaluation and Administration 24 \nAppendix 27 \nProposal Instructions \nStatus of Project Planning Outline 1 Project Cost Analysis Outline 2 \nThe Monterey Settlement \nGoals \nThe Settlement Agreement 1 by and among the Planning and Conservation League, Plumas County Flood Control and Water Conservation District, Citizens Planning Association of Santa Barbara County, Inc. , and the State of California Department of Water Resources, Central Coast Water Authority, Kern Water Bank Authority, and State Water Project Contractors authorizes the establishment of a Water Forum to implement watershed management and restoration activities in the Feather River watershed, with particular focus on the drainages of the three State Water Project (SWP) upper Feather River reservoirs, for the mutual benefit of Plumas County and the SWP. The Water Forum’s specific goals include: \n(1) Improve retention (storage) of water for augmented base flow in streams; \n(2) Improve water quality (reduced sedimentation), and streambank protection; \n(3) Improve upland vegetation management; and \n(4) Improve groundwater retention/storage in major aquifers. \nFunding \nThe funding for this watershed program will be in accordance with the terms and conditions of the Settlement Agreement. Briefly summarized, Plumas County will receive a total sum of $8,000,000 . Initially, Plumas County will receive $1,000,000 annually for four years. After the Notice of Determination for the new EIR pursuant to the Settlement Agreement is filed, it will receive an additional $1,000,000 annually for four years. Plumas County received the first payment of $1,000,000 for FY 2002-03 and will receive $1,000,000 for FY 2003-04. \nThese funds will be used as “seed monies” to leverage against other funding sources such as CalFed, the Natural Resource Conservation Service, the EPA Watershed Initiative, U.S. Army Corps of Engineers, etc. Proposed projects will seek additional sources of funding in order to stretch the annual settlement award to implement as many restoration actions as possible. \nApproach \nA Technical Advisory Committee will assist the Watershed Forum by identifying objectives that will attain the goals; that is scientific and technical input from the Technical Committee will identify those action","cbCaimwaXRklzhDp","https://ap.wps.com/l/cbCaimwaXRklzhDp","pdf",4136564,33,"English","# Feather River Watershed Management Strategy\n## Monterey Settlement Agreement Goals\n## Goals for Watershed Management\n## Funding Approach\n## Adaptive Management Approach\n## Watershed Conditions and Restoration Priorities\n## Project Solicitation and Selection Process\n## Project Monitoring, Evaluation and Administration\n## Appendix and Proposal Instructions","[{\"question\":\"What is the purpose of the Feather River Watershed Management Strategy?\",\"answer\":\"It supports decision-making for watershed management and restoration under the Monterey Settlement Agreement, setting priorities and guiding how funds are allocated to specific actions.\"},{\"question\":\"What goals does the strategy focus on?\",\"answer\":\"It focuses on improving water retention to increase base flows, reducing sedimentation to improve water quality and streambank protection, improving upland vegetation management, and enhancing groundwater retention and storage in major aquifers.\"},{\"question\":\"How will funding be handled and how do projects get selected?\",\"answer\":\"Funding follows the Settlement Agreement terms, using seed monies to leverage additional sources.
