This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder.
The Department is dedicated to promoting health, safety, resilience, and opportunity for Maine residents. The Department’s Office of Child and Family Services (OCFS) supports Maine's children and their families by providing Children's Development, Behavioral Health, and Child Welfare Services.
Pursuant to \u0013 HYPERLINK "http://legislature.maine.gov/legis/statutes/22/title22sec4041.html" \u001422 M.R.S.A. §4041\u0015, the Department is responsible to provide a FVP to Parents. Visitation must take place in a safe, secure, and least restrictive environment, which may include a home or community setting. Family Visit Support Workers (VSWs) observe and assess the Parent(s) and Child(ren)’s interaction, as well as sibling(s) and/or extended family member(s). VSWs use Coaching and Training Prompts to assist Parents in building the parenting skills needed to meet the goals identified in the Family Visitation Plan.
Visitation between a Child placed in an Out-of-home Placement and his/her Parent(s) and family member(s) is an important component in helping the Child maintain relationships. Frequency of Visitation is the single greatest predictor of family Reunification, and the Department is obligated to provide Family Visitation when a Child(ren) is removed from Parental custody. The Department is committed to minimizing the impact of the Out-of-home Placement, promoting Visitation in a natural setting.
Exhibit# 1 depicts the total estimated Family Visitation Program hours for District 5, per month.
Exhibit #1:
General Provisions
From the time the RFP is issued until award notification is made, all contact with the State","cbCaitJKPCYSNG9W","https://ap.wps.com/l/cbCaitJKPCYSNG9W","docx",524067,39,"English","# Public Notice
## RFP Terms/Acronyms with Definitions
# Part I Introduction
## Purpose and Background
## General Provisions","[{"question":"What is the Family Visitation Program (FVP) being procured for District 5?","answer":"The Department is seeking Family Visitation Program services in District 5 for Parents, including visitation in a safe, secure, and least restrictive environment, with support from Family Visit Support Workers."},{"question":"What are the main requirements for how vendors communicate about the RFP?","answer":"All contact with the State regarding the RFP must go through the RFP Coordinator.
