The duties specified below are representative of the nature and level of duties of this assignment and are not intended to be an inclusive list. Plans, manages , and oversees the daily functions, operations, and activities of the Facilities and Fleet Management unit; administers maintenance plans; evaluates effectiveness of service delivery methods and procedures; and allocates resources accordingly.  \n2. Develops strategies and directs consultants working on facilities and fleet projects, programs, directives, and audits; initiates and manages contracts for services including overseeing the development of request for proposals and bid specifications, approving bids, developing work plans, and ensuring compliance with all contract requirements, service agreements, and warranties.  \n3. Provides review and oversight of the delivery of long and short-term new construction, maintenance and repair, and replacement projects.  \n4. Plans and directs the integration of new vehicle and equipment technology, including mechanic and operator training, electric and alternate fuel, intelligent and remotely operable, carbon neutrality, safety considerations, procuring new test equipment, parts ordering and  \nstocking, scheduled maintenance, establishing new replacement cycles, and ordering criteria for new vehicles and equipment.  \n5. Oversees building services and grounds maintenance, cafeteria services, space planning and allocation, space and furnishing leases, waste management and green business, energy management system (heating, ventilation, and air conditioning) maintenance and operations, and comprehensive facilities security program; ensures safety, security, and health issues related to facilities are addressed.  \n6. Oversees the repair, maintenance, and improvements of District-owned residential properties.  \n7. Plans and directs certified welding program; evaluates requested work to ensure safety, such as confined space in underground pipes, required structural engineered drawings, fall protection, and respirator program.  \n8. Plans, directs, and oversees implementation of various policies and procedures and adherence with regulatory requirements and compliance programs such as hazardous materials, California Air Resources Board (CARB), Bay Area Air Quality Management District (BAAQMD), Occupational Health and Safety (OSHA), Department of Transportation (DOT), Environmental Protection Act (EPA), Public Fleet Diesel Retrofit Program, Off Road Diesel Exhaust Program, On Road Vapor Recovery (ORVR), Large Spark Ignition engine retrofit and equipment replacement, and smog inspections program (BAR) .  \n9.
