The Goals and Objectives derive from the values and purposes of the Cape Cod Commission Act, preserving and enhancing the region’s assets. Organized around the region’s Natural, Built, and Community Systems, the Goals and Objectives form the structure upon which the region’s planning efforts rely, serve as touchstonesto guide implementation actions, and set the measures by which the regulatory review process takes place. |
| The fourteen Goals identified within the RPP are organized in the following three categories:
1. Natural Systems,
2. Built Systems, and
3. Community Systems. |

The proceeding sections discuss the YMCA’s proposed development and its applicability to and compliance with the fourteen Goals and Objectives of the RPP. In addition, this document considers the proposed development in light of the following Technical Bulletins:

| 􀂃 Capital Facilities and
Infrastructure | 􀂃 Housing |
| --- | --- |
| 􀂃 Coastal Resiliency | 􀂃 Open space |
| 􀂃 Community Design | 􀂃 Transportation |
| 􀂃 Contextual Design | 􀂃 Water Resources |
| 􀂃 Cultural Heritage | 􀂃 Wetland Resources |
| 􀂃 Economy | 􀂃 Wildlife and Plant Habitat |

CCC-Development of Regional Impact RPP and Technical Bulletins Overview UPPER CAPE YMCA, FALMOUTH, MA
Natural Systems
Overview
Water Resources
The Natural Systems Goal and Objectives are designed to protect and restore the quality and function of the region’s natural environment that provides clean water and healthy ecosystems upon which life depends. There are five Goals associated with Natural Systems
1. Water Resources
2. Ocean Resources
3. Wetland Resources
4. Wildlife and Plant Habitat
5. Open Space
The Methods the proposed development will use to meet these goals are discussed in the following sections.

| Goal | Objective | Utilized Methods |
| --- | --- | --- |
| To maintain a sustainable supply of high-quality untreated drinking water and protect, preserve, or restore the ecological integrity of Cape Cod’s
fresh and marine surface water resources. | Protect and preserve groundwater quality. | Groundwater will be protected and preserved through the use of innovative wastewater and stormwater treatment practices. Refer to Exhibits 21 and 22 for details. |
| | Protect, preserve, and restore
freshwater
resources. | Freshwater resources will be protected and preserved using innovative wastewater and LID stormwater treatment practices including subsurface infiltration. |
| | Protect, preserve, and restore marine water resources. | This objective does not apply to the proposed development because it isnot located on or near a marine environment. |
| | Manage and treat stormwater to protect and preserve water quality. | Stormwater will be managed to protect and preserve water quality through the use of LID stormwater treatment practices. Refer to Exhibit 22 for details. |
| | Manage groundwater withdrawals and discharges to maintain hydrologic balance and protect surface and groundwater resources. | Although not presently planned, should an irrigation well be considered at the proposed development, the Applicant will meet this Objective by limiting the maximum water withdrawal to 1,000 gallons per day to maintain hydrologic balance and protect groundwater and surface water resources. |

continued on next page,
CCC-Development of Regional Impact RPP and Technical Bulletins Over","cbCaiqyo1AukE9ix","https://ap.wps.com/l/cbCaiqyo1AukE9ix","pdf",1144570,69,"English","# Introduction
# RPP Goals and Objectives Overview
## Fourteen Goals
# Proceeding Sections
# Natural Systems
## Water Resources
## Ocean Resources
## Wetland Systems
## Wildlife and Plant Habitat","[{"question":"What is the purpose of Exhibit 4 for the Upper Cape YMCA proposal?","answer":"It explains how the project satisfies and considers the RPP Goals and Objectives and applicable Technical Bulletins."},{"question":"How are the RPP Goals organized in this narrative?","answer":"The fourteen Goals are organized into three categories: Natural Systems, Built Systems, and Community Systems."},{"question":"What kinds of water resources objectives does the project address?","answer":"The narrative covers maintaining a sustainable supply of high-quality drinking water and protecting, preserving, or restoring freshwater and marine surface water resources through specified methods."}]","Exhibit 4 - RPP and Technical Bulletin Narrative - Upper Cape YMCA, Falmouth, MA | PDF",1789113991,24]
