There is no requirement to send a certain number of warning letters to a parent before referring to the Local Authority, but it is good practice to warn any parent/carer in writing at least once that a referral to the Local Authority will be made if they do not engage with the support you have offered as a school. The following letters are suggested formats and can be used at any stage of your monitoring process. It is also good practice to give the parent a certain period of time to engage with a school before referring. A referral to Attendance Team should always been seen as a last resort where a parent has failed to engage with support offered and attendance has not improved.
Leicestershire County Council would direct you to the Working Together to Improve School Attendance government guidance and our code of conduct for issuing Penalty Notices. Our code of conduct sets out the process and considerations that must be made by a school when the national threshold with regard to unauthorised absences has been met.
Schools should also note paragraph 365 of Working Together to Improve Attendance, which states: -
“Schools are not expected to routinely request that parents provide medical evidence to support illness absences. Schools should only request reasonable medical evidence in cases where they need clarification to accurately record absence in the attendance register i.e. making a decision that code, I is the absence code that accurately describes the reason the pupil is not in school for the session in question. In the majority of cases a parent’s notification that their child is too ill to attend school will be that evidence and can be accepted without question or concern. Only where the school has a genuine and reasonable doubt about the authenticity of the illness should medical evidence be requested to support the absence.
Where medical evidence is deemed necessary, school should not be rigid about the form of evidence requested and should speak to the family about what evidence is available. Schools should be mindful that requesting additional medical evidence unnecessarily places pressure on health professionals, their staff and their appointment system, particularly if the illness is one that does not require treatment by a health professional. Where a parent cannot provide evidence in the form requested but can provide other evidence, schools should take this into account. Where a parent cannot provide any written evidence, the school should have a conversation with the parent and pupil, if appropriate, which may in itself serve as the necessary evidence to record the absence. This code is classified for statistical purposes as authorised absence”.
Medical Evidence Letter where high level of absences for illness
\u0013 MERGEFIELD ParentTitle \u0014«ParentTitle»\u0015 \u0013 MERGEFIELD ParentFirstName \u0014«ParentFirstName»\u0015 \u0013 MERGEFIELD ParentLastName \u0014«ParentLastName»\u0015
\u0013 MERGEFIELD AddressLine1 \u0014«AddressLine1»\u0015
\u0013 MERGEFIELD AddressLine2 \u0014«AddressLine2»\u0015
\u0013 MERGEFIELD City \u0014«City»\u0015
\u0013 MERGEFIELD PostCode \u0014«PostCode»\u0015
Dear \u0013 MERGEFIELD ParentTitle \u0014«ParentTitle»\u0015 \u0013 MERGEFIELD ParentLastName \u0014«ParentLastName»\u0015
Re: \u0013 MERGEFIELD ChildFirstName \u0014«ChildFirstName»\u0015 \u0013 MERGEFIELD ChildLastName \u0014«ChildLastName»\u0015 - D.O.B. \u0013 MERGEFIELD ChildDOB \u0014«ChildDOB»\u0015 Yr. \u0013 MERGEFIELD YearGroup \u0014«YearGroup»\u0015
Your child’s low attendance at school this year is causing serious concern as he/she has been absent for number of sessions out of a possible number of sessions.
