See attendance procedure.
The diagram above shows the cycle of ERSEA steps that can begin at any time during the program year, depending on when a slot is filled with an eligible child. Per the Office of Head Start and Department of Children, Youth, and Families (DCYF ECEAP) Performance Standards, staff must do the following consistently throughout the year:
Actively recruit eligible families from our priority populations to take part in the program.
Determine, verify, and document eligibility when reviewing the application with the family.
Apply points to the application and maintain an active and up-to-date waitlist.
Select children or pregnant participants for vacant slots throughout the program year, based on selection process.
Enroll children or pregnant participants and maintain full enrollment throughout the program year.
Conduct enrollment/orientation explaining all program services, including healthy attendance habits.
Internal monitoring is required for OESD 114 Early Learning compliance and State and Federal reviews.
Procedure
This procedure is updated often throughout the program year due to new Performance Standards and improvements in OESD 114 systems, and to provide clarification. Clarifications/changes in wording will be highlighted in yellow. And then complete updates will be done annually.
Also, use the Program Icon Key below to successfully navigate this procedure.
Required Training
All staff who verify eligibility must complete ERSEA required trainings each year and must read this entire ERSEA Procedure before determining eligibility.
Courses required:
DCYF Early Learning Management Systems (ELMS) Eligibility Training: DCYF requires all ECEAP staff to complete this training before gaining access to the ELMS database.
Staff that conduct eligibility determination will be trained within 90 days of any new staff’s start date whose job it
will be to determine eligibility. The ERSEA Program Manager will train Policy Council and the OESD Board within 180 days of the beginning of the term (November) of a new governing body or policy council. ERSEA Program Manager and ERSEA Coordinator Assistants will oversee training for staff who will determine eligibility.
Additional Support:
ERSEA/Community Engagement Program Manager: Email Candy Lester \u0013 HYPERLINK "mailto:clester@oesd114.org" \u0014clester@oesd114.org\u0015
Eligibility: Email Tammy Calhoun (A-L) \u0013 HYPERLINK "mailto:tcalhoun@oesd114.org" \u0014tcalhoun@oesd114.org\u0015 or Cynthia Drover (M-Z) \u0013 HYPERLINK "mailto:cdrover@oesd114.org" \u0014cdrover@oesd114.org\u0015
Recruitment: Email Richele Strong \u0013 HYPERLINK "mailto:rstrong@oesd114.org" \u0014rstrong@oesd114.org\u0015 or Melissa Pittenger \u0013 HYPERLINK "mailto:mpittenger@oesd114.org" \u0014mpittenger@oesd114.org\u0015
Enrollment/Drops/Transfers/Waitlist: Email Candy Lester \u0013 HYPERLINK "mailto:clester@oesd114.org" \u0014clester@oesd114.org\u0015
Prenatal to Infant: Email Candy Lester \u0013 HYPERLINK "mailto:clester@oesd114.org" \u0014clester@oesd114.org\u0015
General Questions – OC, Childcare Partnership, Discovery: Email \u0013 HYPERLINK "mailto:ersea@oesd114.org" \u0014ersea@oesd114.org\u0015
RECRUITMENT
R-1.
