This document establishes the basis for the agreement between the initiators and implementers of the project. The information in this document serves as input to determine the scope of projects and all Business Process Modeling and System Requirements Specifications (SRS) efforts. \nBusiness requirements are what must be delivered to provide value for the Users and Business Stakeholders. Systems, software, and processes are the ways (how) to deliver, satisfy , or meet the business requirements (what) . \nProject Background \nStorage developers are rapidly deploying new utility-scale resources onto the California grid to provide replacement capacity for retiring resources and to meet procurement mandates authorized by the California Public Utilities Commission. \nThe purpose of this initiative is to enhance reliability tools and the co-located model with regards to storage resources. The reliability enhancements includes updates to bidding rules, exceptional dispatch of storage resources, storage resource opportunity costs, and local area minimum online constraints. The co-located model enhancements include preventing co-located resources from charging when beyond generation levels for on-site resources and allowing pseudo-tied resources to use the co-located model. \nProject Scope \nReliability Enhancements \n􀁸 Allow for Exceptional Dispatches (EDs) to be issued for storage resources to hold SOC \no Develop functionality within ED User Interface; automate existing excel tool functionality \no Storage may receive a t","cbCaip8CZFmL8x4R","https://ap.wps.com/l/cbCaip8CZFmL8x4R","pdf",1328761,42,"English","# Table of Contents\n## 1 Introduction\n### 1.1 Purpose\n## 2 Details of Business Need/Problem\n### 2.1 Description","[{\"question\":\"What is the purpose of the Energy Storage Enhancements Track 2 Business Requirements Specification?\",\"answer\":\"It records high-level business requirements to reflect what users and business stakeholders want to obtain and to establish the basis for agreement between initiators and implementers.\"},{\"question\":\"What reliability enhancements are included in Track 2?\",\"answer\":\"Track 2 includes exceptional dispatch capabilities to hold storage state of charge (SOC) and moves lost opportunity cost into Track 2 settlement, with counterfactual energy revenue calculations and a different settlement process for SOC-hold ED.\"},{\"question\":\"How does the co-located model change in this initiative?\",\"answer\":\"It introduces an electable co-located model for storage resources, restricting charging to renewable schedule constraints, requiring outages when depleted and unable to charge, and enabling co-located pseudo-tie resources to apply Aggregate Capability Constraint (ACC).\"}]","Energy Storage Enhancements Track 2 - Business Requirements Specification | PDF",1789174750]
