It contains information on hiring, supervision, employee discipline and performance management. Each topic contains all the necessary information, as well as specific forms relating to the tasks required when managing employees. The Northern Affairs Manual of Policies and Procedures (NAMPP) contains other related attachments referenced. The Recreation Director’s Handbook, which is no longer updated by the department, is a good resource for specific details relating to therecreation director. \nManaging employees is a very important responsibility. Good hiring and supervision practices, as well as succession planning will help to ensure council retains an effective and qualified work force. Community residents rely on community employees to provide services for community benefit.“A well trained employee is an asset. An untrained employee is aliability.” \nFor detailed information on Manitoba’s Employment Standards Code which applies to council as the employer and all community employees, you can contact the Employment Standards Branch of Manitoba Labour and Immigration toll-free at 1-800-821-4307, online by visiting the Manitoba government website Employment Standards or by email [employmentstandards@gov.mb.ca](employmentstandards@gov.mb.ca. Employment)[. Employment](employmentstandards@gov.mb.ca. Employment) standards officers are available to provide support and guidance on employment issues and interpretation of the applicable legislation. \nThe Northern Affairs Branch regional office program consultants (municipal development, technical and public works, environmental, water operations, protective services) are available to provide support and guidance on human resource best practices and employee job description preparation. \nRevisions to this guide will be posted on the Manitoba government website at the Community Documents page for communities to access and print required copies. Notification will be provided to each community from the department when revisions occur (including an explanation of changes made) . It should be noted, Appendix G – Sample Interview Questions is not posted to the website, but sent to communities in separate form to use internally. \nContents \nHiring \nIntroduction Page 1 \nJob Description and Employee Agreement Page 1 \nPerformance Standards Page 2 \nCertification Requirements Page 2 \nCriminal Record Check and Child Abuse Registry Check Page 3 \nConditions Page 3 \nApplication Form Page 4 \nSoliciting Applications Page 4 \nScreening Process Page 5 \nInterview Process Page 6 \nReference Check Page 6 \nOffering Page 7 \nWages Page 7 \nSupervision \nOrganizational Structure Page 7 \nSample Organizational Chart Page 8 \nTable of Organization for Water and Wastewater Facilities Page 8 \nOrientation Page 9 \nAttendance Form Page 10 \nPerformance Appraisal Page 10 \nTraining Needs Page 12 \nSuccession Planning Page 12 \nEmployee Discipline \nForms and Steps of Disciplinary Action Page 13 \nImportance of Documentation Page 16 \nHandling Disputes Page 16 \nAppendix \nAppendix A – Employee Agreement/Schedules \n• Employee Agreement \n• Schedule A: Community Administrative Officer Job Description \n• Schedule B: Assistant Community Administrative Officer Job Description \n• Schedule C: Public Works Employee (includes Water and Wastewater Delivery/Operators, Landfill Operators) Job Description \n• Schedule D: Recreation Director Job Description Appendix B – Community Employee Standards/Core Competencies Appendix C – Managing Operator Certification Requirements \nAppendix D – Application for Employment Appendix E – Sample Position Advertisements Appendix F – Sample Letters to Applicants \nAppendix G – Sample Interview Questions Note: not online as internal for community use Appendix ","cbCaibluhUCwoOAp","https://ap.wps.com/l/cbCaibluhUCwoOAp","pdf",328405,19,"English","# Hiring\n## Introduction\n## Job Description and Employee Agreement\n## Performance Standards\n## Certification Requirements\n## Criminal Record and Child Abuse Registry Checks\n## Application and Soliciting Applications\n## Screening and Interview Process\n## Reference Check and Offering\n## Wages\n# Supervision\n## Organizational Structure\n## Orientation\n## Attendance\n## Performance Appraisal\n## Training Needs\n## Succession Planning\n# Employee Discipline\n## Forms and Steps of Disciplinary Action\n## Importance of Documentation\n## Handling Disputes","[{\"question\":\"What does the guide cover regarding employee management?\",\"answer\":\"It covers hiring, supervision, employee discipline, and performance management, including procedures and problem-solving methods, plus the related forms needed for each task.\"},{\"question\":\"Why is matching an employee to a position important in hiring?\",\"answer\":\"The guide emphasizes that understanding community needs and the requirements of regulated roles helps ensure the right person is selected, reducing costly mistakes and turnover.\"},{\"question\":\"How are revisions and supporting attachments handled?\",\"answer\":\"Revisions are posted on the Manitoba government website for communities to access and print.
