You have just been appointed to a position to implement “program management” within your company.“Great! This is just what my company needs!” you say to yourself. You begin this endeavor by talking to various managers within your company to get their thoughts and support, and you soon realize that everyone has a different vision and understanding of what “implementing program management” really means. \nStating your organization’s commitment to using program management may be quite easy to accomplish but actually putting it into a common language that can be understood by the entire organization and implemented in a common format can be significantly more complicated than it appears on the surface. \nWhat you need is a documented program management process model to explain how program management will work within your organization. This process model needs tobe effective, efficient, and adaptable. \n• It is effective because it: \n• Clearly reflects management’s direction \n• Is easily communicated \n• Provides for templates and checklists \n• Clarifies terminology specific to your company. It provides efficiency because it: \n• Reduces variation from program to program by using a single common process \n• Provides for a common program management training tool. \nThe model is also adaptable because it \n• Can be used as a common process for the management of all programs within the entire company \n• Has the flexibility to change as continuous improvements are made. \nThe objective of this paper is to explain: \n1.“How” to create and document your program management process model, which includes: \n• How to identify the key stakeholders and get their buy in \n• How to set up a process documentation workshop \n• What tools to use to document the process so it is easily understood by all stakeholders \n• How to implement the process once the documentation is complete \n• How to use the process model document for training and communication \n2.“What” to include in your program management process model, such as: \n• Program scope, or charter \n• Program manager and team appointments \n• Program team member roles, responsibilities, and reporting relationships \n• Program review process at key milestones \n• Program timing plan development and critical path management \n• Part level detail tracking \n• Transition planning \n• Documentation of lessons learned. \nIt is important to note that this process does not replace the product development process in any way. It merely explains specifically how project management will be utilized to achieve program objectives. Many companies have a very well defined process of designing, building, testing, and marketing their products, but may not have a clearly defined methodology of how to manage this activity from start to finish. \nHow Should the Program Management Process Model Document Be Organized? \nIn order to explain how to start the documentation process, it will be helpful to explain what the end result will look like. You must have a format for the documentation developed before gathering the stakeholders together to actually write the process. Although the specific template that General Motors Powertrain Group (GMPTG) used to document its process is copyrighted, you can create a template for your own organization that contains the same information displayed in an organized, logical, and easy-to-read format. You can create these templates in your standard word processing or presentation software. The key is to start with the highest level of detail and work down to the lowest level of detail.
