PROGRAM OBJECTIVES  \nWagner-Peyser Act Funded Workforce Employment Services – General  \nThe Wagner-Peyser Act Employment Service (ES) is an integrated component of the nation’s public workforce system. The public workforce system provides services to job seekers and employers through nearly 2,400 American Job Centers (AJC) (also known as One-Stop Centers) nationwide. They are coordinated and co-located with other programs under the Workforce Innovation and Opportunity Act (WIOA) to ensure that job seekers, workers, and employers have convenient and comprehensive access to a full continuum of workforce-related services.  \nThe main purpose of the ES program is to improve the functioning of the nation’s labor markets by bringing together individuals who are seeking employment and employers who are seeking workers. Under the Wagner-Peyser Act, unemployed individuals and other job seekers obtain career services, including job search, assessment, and career guidance services, to support them in obtaining and retaining employment. In addition, the ES assists employers with buildingskilled, competitive workforces through recruitment assistance, employment referrals, and other workforce solutions. The ES provides labor exchange services through an array of electronic tools, to both job seekers and employers, allowing comprehensive and accessible economic and industry data to inform workforce and economic development activities.  \nState Workforce Agencies (SWAs) must use Wagner-Peyser Act ES funding to provide  \nemployment services to migrant and seasonal farmworkers (MSFW), as described at 20 CFR §  \n651, 653, 654, and 658. These services include, but are not limited to, outreach MSFWs, State Monitor Advocate (SMA) responsibilities, clearance of job orders through the Agricultural Recruitment System (ARS), and operation of the Employment Service and Employment-Related Law Complaint System.  \nJobs for Veterans State Grants  \nNon-competitively awarded grant funds are provided to states in amounts determined by a formula. Jobs for Veterans State Grant (JVSG) funds are provided to states for employing Disabled Veterans’ Outreach Program (DVOP) specialists and Local Veterans’ Employment Representative (LVER) staff and deploying them, as practicable, among AJCs. In addition, consolidated DVOP/LVER staff may be requested if the position promotes a more efficient administration of services to veterans. DVOP specialists carry out individualized career services and facilitate placements to meet the needs of eligible veterans and eligible persons who are experiencing employment barriers, as well as certain additional populations. LVER staff assist businesses with their workforce needs, facilitating employment and placement services to assist  \nveterans in gaining employment, including conducting seminars for employers and, in conjunction with employers, conducting job search workshops and establishing job search groups. DVOP specialists and LVER staff must successfully complete training throughthe National Veterans’ Training Institute (NVTI) authorized under 38 USC 4109, in accordance with 38 USC 4102A(c)(8)(A).  \nThe Veterans’ Employment and Training Service (VETS) approves grant recipients’ four-year state plans that describe how their JVSG program will be carried out across their state and integrated into their workforce delivery system. States must ensure JVSG funded staff coordinate and cooperate with the staff who are funded through other WIOA/One Stop partner programs.  \nTitle 38, U.S. Code, §§ 4103A and 4104, define the roles and responsibilities of JVSG staff and prohibit them from performing duties that detract from their ability to meet the employment needs of eligible populations.
