Gallup, NM 87301 \njmdeyoung@gmai[l.com](l.com) \n505-270-4975 \nSeptember 23, 2020 \nDear Search Committee, \nIt is with great enthusiasm that I offer my qualifications for the City Manager position with the City of East Grand Rapids. I have spent time in the Grand Rapids area attending school, summer camps, working for a family member’s business and now visiting my in-laws. After reviewing several council agendasand reading up on the Leadership in East Grand Rapids, I earnestly submit my qualifications for the position. \nI was hired by the City of Gallup asthe Risk Manager in 2012. It was in this position that I developed my understanding and working relationship with the New Mexico Municipal League and its important role in municipal government. After a few short months, I was asked to take on the Emergency Management functions in addition to my regular duties. During this time, I began to develop my understanding of public safety and also formed strong relationships with professionals in the community. I also gained a better understanding of the risk associated with running a full-service city. After a few more years, I was asked again to take on more responsibilities and become Assistant to the City Manager. I wastasked with running and turning around the Customer Service Department as well asthe Senior Center. After showing success in a short amount of time, the City Manager asked me to take on ten departments as direct reports and become the Assistant City Manager for Administrative and Community Services. I completed my Master’s Degree in Public Administration while working my way up through the organization. \nI have been described asa person who easily communicatesand collaborates with people from many walks of life, as well as with those from both private and public professions. Like many other cities, East Grand Rapids is not exempt from social issues. The City of Gallup, NM, where Iam currently employed, is a border town surrounded by reservationsand has been able to exhibit some unique solutions to social issues of this area. The current COVID-19 pandemic has also created unique challenges which required creative and collaborative solutions from all sectors. For example, the City of Gallup, with the aid of the State of New Mexico, deployed the National Guard for ten days in order to enforce a lockdown. This was done to assist the city, the Navajo Nation and the Zuni pueblo in the abatement of the spread ofCOVID-19. We also operated the only detox facility for COVID-19 positive persons in the country. \nAs Assistant City Manager, I serve on numerous boards including: Business Improvement District (BID) Board, Leadership New Mexico Board, Adventure Gallup Board, Aquatic Board and I am an alternate for the City Manager on the Mainstreet Board and Council of Governments (COG) Board. I am also an ICMA member and serve asthe representative for the State Association of City Managers for the 2021 Annual Conference Planning Committee. Serving on \nCover Letter \n705 VandenBosch Pkwy. I served on the Rehoboth Christian School Board and believe it is important to be involved in the community. I oversee ten department heads, have made major improvements in staff training, technology and organizational morale. I sit on the budget and capital improvement committeesand chair many other internal and external service committees. I am also responsible for tracking of the strategic plan and for making sure projects are completed by said dates. Because the City of Gallup is a full-service city, effective communication and interpersonal skills have been critical to my success. These skills have served me well not only within the City of Gallup, but also in collaboration with local governments, including tribal governments and","cbCaiphrWouTB4MV","https://ap.wps.com/l/cbCaiphrWouTB4MV","pdf",32914,"English","# Cover Letter\n## Position Applied For\n## Professional Background and Achievements\n## Community Involvement and Governance Roles\n## Economic Development and Infrastructure Projects\n## Closing and Contact Information","[{\"question\":\"What position does Jon M.
