INTRODUCTION\nSafeguarding children and adults at risk from abuse is everybody’s responsibility.\nMonmouthshire County Council (the Council) is committed to ensuring that people living in the County are safe and protected and that its statutory duties to safeguard and protect children, young people and adults at risk are discharged.\nFor the purposes of this policy, children and young people are defined as anyone who has not yet reached their 18th birthday. This does not exclude a young person who is 16 years of age in Further Education, or a member of the Armed Forces, in hospital, in a young offender’s institution, or in prison.\nAn adult at risk is defined as an adult who is experiencing, or who is at risk of, abuse or neglect, has needs for care and support (whether or not the Council is meeting any of those needs), and as a result of those needs is unable to protect himself or herself against the abuse or neglect or the risk of it.\nThe Council’s workforce shares a responsibility, both collectively and individually, to ensure that children and adults at risk are protected from harm. Council employees, Councillors, volunteers and contractors who come into contact with children or adults at risk in the course of their duties are expected to understand their responsibility and where necessary take action to safeguard and promote the welfare of vulnerable people.\n2. SCOPE\nFor the purposes of this policy ‘workforce’ is defined as those engaged by the Council, including permanent and temporary employees, students, volunteers, workers employed by employment agencies, contractors and consultants.\nThe policy covers the whole workforce and Councillors, and whilst all have varied levels of contact with children, young people, and adults at risk everybody should be aware of potential indicators of neglect and abuse and be clear about what to do if they have concerns.\nThis policy sets out the expectation that all settings providing services for children and adults in Monmouthshire will have their own safeguarding policies and procedures which are in keeping with this document and other local, regional and national procedures and guidance.\n3. OBJECTIVES\nThe policy provides a framework which ensures that policies and practices within the Council are consistent and in line with Monmouthshire’s stated values, and which must underpin all work with children, young people, and adults at risk.\nThe intention of this policy is to support quality service delivery, promote good practice, and ensure services are delivered in a way that children, young people and adults at risk are safe from harm and can fulfil their potential and live the lives they want to live.\nThis policy is intended to be enabling; to ensure that all parts of the Council understand how to put effective safeguards in place. This is a policy for a positive, preventative and proactive approach to safeguarding. It must be owned and implemented across the Council and promoted in wider communities.
