GOV \nRE: Agency Information Collection Activities: Proposed Request; Docket Number SSA-2024-0032 \nTo whom it may concern: \nJustice in Aging submits these comments in response to this proposed request on the Supplemental Security Income Simplification Process Phase I (iSSI). Justice in Aging is an advocacy organization with the mission of improving the lives of low-income older adults. We use the power of law to fight senior poverty by securing access to affordable health care, housing, economic security and the courts for older adults with limited resources. \nWe have decades of experience with Social Security and Supplemental Security Income (SSI) benefits, with a focus on the needs of low-income beneficiaries and populations that have traditionally lacked legal protections such as women, people of color, LGBT individuals, and people with limited English proficiency (LEP). Justice in Aging conducts training and advocacy regarding Social Security and SSI benefits, provides technical assistance to attorneys and others from across the country on how to address problems that arise under these programs, and advocates for strong protections to ensure that beneficiaries receive the benefits to which they are entitled promptly and without arbitrary denial or disruption. \nWe appreciate the progress that the Social Security Administration (SSA) has already made in adding questions necessary for determining SSI eligibility to the existing Social Security internet Claim (iClaim) system. However, only adults aged 18 – 64 who are claiming benefits based on a disability, have never been married, and have never filed for SSI before can use the iClaim system to apply for SSI. \nThese restrictions on adults aged 18 – 64 who can use the iClaim application to also apply for SSI are long-standing ones. Our understanding is that the only expansion in this proposed request for additional populations who will now be able to use the iClaim system to apply for SSI are non-U.S. citizens, as only U.S. citizens have previously been able to do. \nIn particular, we are concerned that those who have applied for or received SSI benefits in the past continue to be unable to use the iClaim application. These individuals were often previously unrepresented, often with mental health issues or other cognitive issues, overwhelmed by the process, with a history of technical denials. Many times, they have experienced homelessness, incarceration, or other institutionalization, don’t have access to a stable mailing address or telephone number, and are not able to remain in contact with SSA while their application ispending without a representative or other third-party assistance. \nMoreover, children under age 18 and older adults aged 65 and older continue to be prevented from using the iClaim system to apply for SSI. In 2022, while older adults aged 65 and older made up over 30% of SSI recipients, they were just under 15% of SSI applicants that year. 1 We appreciate that SSA “recognize[s] that the current process is burdensome and challenging for the public, and we are doing what we can to reduce this burden and improve access to SSI.”However, thus far, SSA has not taken sufficient steps to reduce the burden and improve access to SSI for children with disabilities and older adults. \nWe appreciate that those who are able to apply for SSI through the iClaim system are only required to answer simplified eligibility related questions, excerpted from the SSA-8001, the deferred or abbreviated SSI application form. In looking ahead to future phases ofthe SSI simplification process, we urge SSA to extend the use of these “basic eligibility questions” when individuals are applying for SSI through other service channels, such as by telephone or in person at SSA field offices, or when having th","cbCaiv0uaCXNf2Xe","https://ap.wps.com/l/cbCaiv0uaCXNf2Xe","pdf",609276,"English","# Agency Information Collection Activities\n## Proposed Request and Scope\n## Concerns About iClaim Restrictions\n## Requests for Expanded Use of Basic Eligibility Questions\n## Call for Multiple Filing Pathways","[{\"question\":\"What is the purpose of these comments to SSA?\",\"answer\":\"Justice in Aging submits comments responding to SSA’s proposed iSSI Phase I request regarding agency information collection and SSI application simplification.\"},{\"question\":\"What groups remain unable to use the iClaim system to apply for SSI?\",\"answer\":\"The comments indicate continued exclusions, including adults 18–64 with certain circumstances, individuals who previously applied or received SSI, children under 18, and adults aged 65 and older.\"},{\"question\":\"What does Justice in Aging ask SSA to do next?\",\"answer\":\"SSA is urged to expand the use of simplified “basic eligibility questions” beyond iClaim—such as by telephone, in-person at field offices, and with third-party helpers—while reducing burdens and improving access via multiple filing options.\"}]","Comments on iSSI Proposed Request - September 2024 | PDF",1789824823]
