OF RENEWAL TERM(S): \nEXECUTIVE SUMMARY \nThe City of Pearland is seeking to advance its Sidewalk Gap & Replacement Program through a comprehensive engineering analysis of existing sidewalk gaps. This effort will provide a data driven approach \nto identify feasible solutions, prioritize future investments, and determine locations where gaps may not be practical to construct due to constructability constraints. \nOn September 23, 2024, City Council approved Resolution R2024-190 awarding a construction contract for the Concrete Sidewalk Gaps and Replacement Program. Since that time, over 13 miles of sidewalk have been replaced, and the first round of repairs across all zones (A–E) has been completed. \nAs the program has progressed, it has become evident that not all sidewalk gaps can be addressed through standard construction methods. Many locations require a deeper engineering evaluation to fully understand feasibility and impacts. \nThe City determined the need to engage professional engineering services to ensure that all critical factors are properly evaluated, including: \n􀀃 Drainage impacts (e.g. , placing sidewalks where open ditches currently exist or modifying stormwater flow paths) \n􀀃 Right-of-way constraints (limited space, encroachments, or easement needs) \n􀀃 Utility conflicts (existing underground and above-ground infrastructure) \n􀀃 Accessibility requirements (ADA/TAS compliance) \n􀀃 Environmental and site-specific conditions \nEngaging a qualified engineering firm ensures decisions are based on sound engineering judgment, reduces the risk of unintended impacts, and supports long term infrastructure sustainability. Additionally, this study will validate and refine the City’s current sidewalk gap feasibility designations and provide professional recommendations for future action. \nSTV Inc. will perform a Sidewalk Feasibility Study that includes: \n􀀃 Desktop evaluation and GIS analysis of sidewalk gap locations \n􀀃 Identification of constraints such as drainage features, utilities, and right-of-way limitations \n􀀃 Field verification for selected feasible locations \n􀀃 Development of a feasibility matrix categorizing locations as feasible or not feasible \n􀀃 Preparation of conceptual schematic layouts for complex locations \n􀀃 Development of planning level cost estimates and final recommendations \nThe study will focus on 467 high and medium priority sidewalk gap locations identified by City staff, ensuring alignment with current program priorities. The scope of work also allows for up to 70 locations (or 20,000 linear feet) to be evaluated at a higher level for custom solutions which necessitate more detailed level of pla","cbCaiuRye1SBrooE","https://ap.wps.com/l/cbCaiuRye1SBrooE","pdf",1508478,26,"English","# Agenda Item Request\n## Meeting Details and Department Information\n## Agenda Caption and Recommended Action\n## Strategic Priorities and Funding Source\n## Expenditure Information and Contract Overview\n## Executive Summary and Scope of Work\n## Amount Requested and Attachments\n## Resolution Text and Exhibit A - Contract for Professional Services","[{\"question\":\"What does Resolution No. R2026-84 authorize for the City of Pearland?\",\"answer\":\"It authorizes a professional service contract with STV Incorporated related to the City’s Sidewalk Gap and Replacement Program, in an estimated amount of $163,790.00.\"},{\"question\":\"What engineering tasks are included in the Sidewalk Feasibility Study?\",\"answer\":\"The scope includes desktop evaluation and GIS analysis, identification of constraints, field verification for selected locations, development of a feasibility matrix, conceptual schematic layouts for complex locations, and planning level cost estimates with recommendations.\"},{\"question\":\"How many sidewalk gap locations will be evaluated under the study?\",\"answer\":\"The study focuses on 467 high and medium priority sidewalk gap locations, and it allows evaluation of up to 70 additional locations at a higher level for custom solutions.\"}]","CITY OF PEARLAND, TEXAS - CITY COUNCIL AGENDA ITEM REQUEST AIR-26-153 - Sidewalk Gap Analysis Study | PDF",1790097730,9]
