Overview \nIn February 2021, the City of Napa (the “City”) and the County of Napa (the “County”) jointly issued a Notice of Funding Availability (NOFA) for Community Development Disaster Recovery Multifamily Housing Program (“CDBG-DR MHP”) allocated to the City and to the County by the State of California Department of Housing and Community Development (“HCD”) . Subsequently, the County assigned its allocation of CDBG-DRMHP funding to the City. The City is now updating the NOFA to incorporate this change as well as to update the CDBG-DR MHP application to reflect the application format used to submit projects recommended for funding to HCD. This updated NOFA supersedes the February 2021 NOFA in its entirety. \n1. The City has approximately $386,487 in CDBG-DR MHP funding available and may award these funds to one or more projects meeting qualifying criteria as described in this NOFA. This funding must be used for one or more project(s) located within the Napa city limits within any zip code. \n2. The City also has $2,664,774 in CDBG-DR funding available which must be spent in the 94558 zip code (designated as a Most Impacted and Distressed Area by the United States Department of Housing and Urban Development (HUD)) . The City has received an application for this funding allocation and approved a reservation of funds for the application. However, the City is seeking additional applications to be considered for this allocation in the event the current application does not proceed. Please note applications are being accepted on an over-the-counter basis. No application may be funded until submitted to, and approved by, the City Council and by HCD. Applications must be submitted by the City to HCD for its review no later than December 31, 2021. In order to meet this deadline, projects would need to be presented to City Council no later than the December 21, 2021 Council meeting.City reserves the right, at its sole discretion, to amend, rescind, suspend, or terminate this NOFA and any associated funding. This NOFA does not guarantee or commit any funds to any project or applicant. \nAll applicants are strongly advised to review the following documents provided by the State of California Department of Housing and Community Development as administrative guidelines and regulatory requirements associated with CDBG-DR MHP funding. \nCDBG-DR MHP Policies and Procedures (version 2.0, September 2020 and as may beamended) (CDBG-DR MHP P&P): \n[https://www.hcd.ca.gov/community-development/disaster-recovery-programs/cdbg](https://www.hcd.ca.gov/community-development/disaster-recovery-programs/cdbg)dr/cdbg-dr-2017/index.shtml \nState HCD Multi-Family Housing Program Guidelines: \nCity of Napa Updated NOFA for CDBG-DR MHP Funding (November 2021) 2 \n[https://www.hcd.ca.gov/grants-funding/active-funding/mhp/docs/round-1-mhp-final](https://www.hcd.ca.gov/grants-funding/active-funding/mhp/docs/round-1-mhp-final)guidelines. pdf \nA. Terminology. Capitalized terms not defined herein have the meaning given to them in the CDBG-DR MHP P&P. The term Applicant in this NOFA is generally defined as the “Developer” in the CDBG-DR MHP P&P. \nB. Objective. CDBG-DR funds are required to be used to finance the development of affordable multifamily rental housing to meet unmet rental housing needs resulting from the 2017 Wine Country fires. All projects must meet the CDBG low to moderate income housing (LMH) national objective, which requires 51% of units are occupied by low-and moderate-income households (LMI) .
