This manual includes policies on loan procedures for set up, collections, loan activity and mitigation procedures processed by the COEP. It additionally focuses on the most common situations encountered during loan collection procedures once a loan is disbursed to the borrower. Under special circumstances, deviations will be reviewed, approved, and noted in the loan file by the Department of Community and Human Development. \n1.0 Loan Servicing & Management Process \nThe practice of making loans includes the responsibility of collecting payments and reconciling customer accounts. The effectiveness of these activities relies on an accounting system that accurately compiles payment information while generating timely loan account reports. Subsequently, attention can be focused on procedures designed to prevent delinquent account balances by reducing late payments and eliminating past due amounts. These collection procedures when combined, determine the overall collection policy of the Department of Community and Human Development (DCHD) . \nAfter a loan is processed and the mandatory three-day right of rescission has expired, DCHD Senior Accounting and Loan Collections Specialist will scan copies of the following documents into a shared Community Development network drive: (See Appendix A) \n• Servicing of Loan Request Agreement \n• Loan Note \n• Secured Grant Note \n• Builders and Mechanics Lien & Deed of Trust \n• Deed of Trust \n• Shared Appreciatio","cbCaihkCOijK57sN","https://ap.wps.com/l/cbCaihkCOijK57sN","pdf",2603655,54,"English","# Introduction\n# 1.0 Loan Servicing & Management Process\n## 1.1 Loan Set-Up\n## 1.2 Loan Payments\n## 1.3 Ach Payments\n## 1.4 Loan Pay-Off\n## 1.5 Information Security\n# 2.0 Collections Procedures\n## 2.1 Delinquency Management – Delinquent Letters\n## 2.2 Foreclosures\n## 2.3 Bankruptcy\n## 2.4 Credit Reporting\n## 2.5 Reports\n# 3.0 Loss Mitigation Process\n## 3.1 Servicing Early Delinquency Loans (30-60 Days Past Due)\n## 3.2 Borrowers Delinquency 60-90 Days Past Due-Default At Risk Loans\n## 3.3 Borrowers Delinquency 90-120 Days Past Due-Default At Risk Loans\n## 3.4 Borrowers Ability (Capacity) To Cure Default (Over 120 Days Past Due)\n## 3.5 Loan Reclassification\n## 3.6 Special Forbearance\n## 3.7 Loan Modification\n## 3.8 Special Loan Servicing\n# Definitions\n# Appendix A: Servicing of Loan Forms","[{\"question\":\"What activities does the manual govern for the City of El Paso loan programs?\",\"answer\":\"The manual covers administrative loan policies and procedures for loan setup, collections, loan activity, and mitigation procedures for City of El Paso (COEP) programs, including common scenarios after a loan is disbursed.\"},{\"question\":\"How are loan payments processed and posted in the Down-Home system?\",\"answer\":\"Payments are posted daily in the Down-Home system.
