The template provides an outline for a well-thought-out evaluation plan and gives guidance on what information to include in three overarching sections of that plan: (1) the introduction,(2) the process evaluation plan, and (3) the outcome evaluation plan. This template also identifies indicators of high-quality evaluations as they relate to each of these three evaluation plan sections and their corresponding subsections. The quality indicators were drawn from several sources, including ACF’s Prevention Services Clearinghouse, the U.S. Department of Education’s What Works Clearinghouse, the U.S. Department of Labor’s Clearinghouse for Labor Evaluation and Research, and Abt Global’s proprietary EVIRATERTM standards. \nWe hope that sharing this evaluation plan template will help others design high quality evaluations and generate evidence that supports decision-making around how to improve community-level collaborations, programming, and outcomes forchildren and families. Additionally, following the evaluation plan template and addressing the quality indicators results in a more rigorous design that is \nBox 1. About CWCC and the Evaluation Technical Assistance \nThe CWCC initiative is designed to mobilize communities to \ndevelop and evaluate multi-system collaboratives that address local barriers and provide a continuum of services to prevent child abuse and neglect. The initiative is funded by the Children’s Bureau (CB) within the U.S. Department of Health and Human Services’ Administration for Children and Families (ACF) . In 2018 and 2019, CB awarded 5-year cooperative agreements to a total of 13 states, non-profit organizations, and Native American tribal organizations (referred to here as “grantees”) . \nTo advance the evidence around collaborative approaches to preventing child abuse and neglect, the Office of Planning, Research, and Evaluation within ACF, in collaboration with CB, contracted with Abt Global and its partner Child Trends to conduct the Building Capacity to Evaluate Child Welfare Community Collaborations project. The project includes: \n• evaluation-related technical assistance (TA) to support grantees and local evaluators and their capacity to conduct their required project-specific evaluations and \n• a cross-site process evaluation of the CWCC grants to better understand how communities came together to develop and implement their CWCC approaches. \nThis resource was developed through the CWCC evaluation technical assistance efforts. Dedicated evaluation TA liaisons (1) worked with each grantee and their local evaluator to design high quality, rigorous, and informative process and outcome evaluations, (2) \nsupported the implementation of the grantee-designed evaluations, and (3) reviewed and provided feedback on written evaluation products. Evaluation TA providers also offered group TA activities designed to grow sustainable grantee evaluation capacity, build cultures of data use in project and organizational decision-making, and facilitate peer-to-peer learning. \nbetter aligned with the requirements for journal publications and conference presentations* . \n* CWCC evaluation TA is designed to ensure CWCC evaluations meet the design criteri","cbCaidj7iTNMNA51","https://ap.wps.com/l/cbCaidj7iTNMNA51","pdf",1532442,31,"English","# Executive Summary\n## Evaluation Plan Components and Quality Indicators\n# 1.
