For example: \n- Pointe du Bois; Renewable Energy Project; Unit 16 Turbine Pit Water Leak Refurbishment; \n-Kettle: Units 5, 6 & 10 stator overhauls; U1-4 Generator Terminal Cubicles \n-Grand Rapids: Units 4 Major overhaul; RipRap replacement; Draft Tube Gantry Crane Upgrade; Fish Hatchery Upgrade & Expansion \nb) Provide cost benefit analysis or business cases for the proposed total reinvestment in each identified facility where the cumulative investment will exceed $10M over the planning period. In each case, identify if the facility in which investments will be made is intended primarily to ensure reliable service to domestic loads, to serve the export market, both, or for another reason. \nc) If all or part of the business rationale justifying the investments at any specific facility relies on export sales revenues, show the cost-effectiveness of the export component of the investment over the service life of the investment (i.e., NPV of the marginal incremental sales revenue enabled by the investment minus the associated capital carrying cost and operating cost) . \nd) For all facility investments discussed above driven primarily by deteriorated asset condition, map the proposed expenditures against existing asset condition, pre-project risk (probability of failure x consequence) and post-project risk. Ensure that the probability is calculated for the specified consequence, e.g., if the worst-case consequence of a failure at peak system load is used, provide the probability of failure occurring during the peak load period, rather than at a random time during the year. \ne) Has the cost-effectiveness of the risk mitigation provided by projects listed in the table been evaluated, quantified and compared to enable appropriate prioritization and scheduling? \ni. If yes, please provide documentation of the evaluation, quantification and comparison process. \nii. If no, is MH confident that all projects shown in the Capital Expenditure Plan are cost-effective and that they have all been appropriately prioritized and scheduled? Please explain. \nf) For each non-mandatory project in the table with expenditures in excess of $10M over the planning period, please identify: \ni. Primary risk driving the project, or which the project is intended to mitigate. \nii. The consequence of deferring the project for: 2 years; 5 years; 10 years; 20 years. \niii. The probability that if the project is not implemented, the described consequence will occur in: each of the test years; 5 years; 10 years; 20 years. \niv. For all projects for which the primary risk involves inability to serve domestic load reliably, please identify the system load condition under which the probability of occurrence for the described consequence was calculated, and the total number of hours this load condition will prevail in: each of the test years; 5 years; 10 years; 20 years. \ng) For all projects in the table with expenditures in excess of $10M over the planning period, please identify any alternative project scopes that were evaluated to address the need (either mandated or risk-driven) \ni. Please explain why each non-preferred alternative was eliminated. \nii. Please provide a cost benefit analysis or business case demonstrating that the preferred alternative is the best choice for ratepayers. \niii. For all projects for which project deferral or do nothing was not evaluated as an alternative, please explain why not. \nh) For each program listed in the table, please map the proposed expenditures against the present assessed asset condition and/or asset health index of the subject asset portfolio.","cbCaip7C011xZRyP","https://ap.wps.com/l/cbCaip7C011xZRyP","pdf",16315606,185,"English","# Capital Expenditure Plan Table\n## Facility-wise investment grouping\n## Cost-benefit/business case and market rationale\n## Risk mapping for deteriorated asset condition\n## Prioritization, alternatives, and deferral impacts\n## Program mapping to asset health index and demographics","[{\"question\":\"How should the planned investments be organized for visibility of total facility spending?\",\"answer\":\"Group planned generation, HVDC, and T\\u0026D sustaining and growth investments by the facility where the subject assets are located, covering all expected investments across the planning period.\"},{\"question\":\"What analyses are required when cumulative investment in a facility exceeds $10M?\",\"answer\":\"Provide cost-benefit analysis or business cases for the proposed total reinvestment, and state whether the facility intent is to ensure reliable domestic service, serve export markets, or both.\"},{\"question\":\"How must projects driven by deteriorated asset condition be evaluated for risk mitigation?\",\"answer\":\"Map proposed expenditures against existing asset condition, pre-project risk (probability x consequence) and post-project risk, ensuring probability calculations align with the specified consequence and relevant load-period timing.\"}]","Capital Expenditure Plan Table - Investment Cost-Benefit and Risk Assessment Questions | PDF",1789171905,65]
