CONTROL \n- FROM SUBMISSION TO OCCUPATION \nPresented by: Hannes Labuschagne \nGeneral Information on processes \nPurpose is to outline the basic processes and general problems we experience to expedite plan approvals to completion of structures with occupation certificates \n• Submissions \nDuties of Draftsmen of Plans, Specifications, Documents and Diagrams according to Section 3 the Act No. 103 of 1977 (Including SANS Forms) \n• Workflow \nCirculations \nReview \nNegative outcome \nAmendments \nRe-submission \n• Final outcome \nApproval in terms of Section 7 of the Act No. 103 of 1977 • Foundation inspections \nSite services – Metered water, toilet facilities, boundary pegs hoarding, pegs for foundation depths, etc. \n• Drainage inspections \nRegistered plumber, visible pipes and connections in open trenches, ready with pump and plugs for pressure test. \n• Final inspections \nPractical completion with necessary documents required. Approved drawings on site to correspond. Request for professional to be present with final inspection. \n• Occupation \n• Questions and Answers \n1 \nSUBMISSIONS \n• Pre-submissions \n• SDP, Heritage and Aesthetic committee approvals \n• Relevant signed documents and files i.e. Departures, OSCAE permits, Development Contributions and HOA approvals \n• Collaborator portal \n• File names and folders \n• Identification of Work \n• Ensure basics such as your registration number, necessary signatures, parking schedules, colours of new work, area tables and drainage reflect on the drawings, Part A of SANS check list. \n• Drawings & Forms-Title block, registration numbers and forms to correspond \n• Revised drawings/ As-builts to be correctly named and indicated with proper notes. \n• Relevant professionals-Form 1 & 2 to correspond. \n• Responsibility of applicant to ensure and check all documents to correspond, including structural, mechanical and fire layouts. All these need to be compared and aligned with the architectural drawings \n• Payment received by client \n2 \nWORKFLOW \n• The initial Collaborator workflow is a process that is implemented to expedite plan approvals \n• Proof of payment uploaded via portal \n• Circulation to Building Control, CES, Planning, Environmental, Sewer, Finance Departments to comment \n• Timelines 30 days and 60 days, but we aim for all comments received within 10 days. \n• Administration process to review all comments received and provide an outcome \n• Intervention by architectural professional or client during circulation to expedite approval, actually creates problems in the system, that takes longer for approval. \n• Reviewer to BCO to Manager for an outcome \n• Negative outcome with outstanding information \n• Response time from applicant creates delays \n• Application to commence with construction in terms of 7(6) \n• Revised or additional document uploaded and back in circulation to relevant departments \n• Administration process to review all comments received \n• Reviewer to BCO to Manager for Outcome \n3 \nFINAL OUTCOME \n• Signed and stamped drawings on Collaborator portal including acceptance of professionals on form 2. \n• Verify registration but not competency. \n• Approval is granted in terms of Section 7 of the Act No. 103 of 1977 \n• Foundation or first inspection to be requested within in one year from approval date. \n• Applicant or professional to notify and send approvals to client \n• Changes to be discussed and submitted prior continuing construction \n• Reason: It might have an impact on SDP with conditions, OSCAE permit, height restrictions and/or aesthetic committee outcome \n• Minor revisions, variations to be submitted \n• Clearly indicated with bubble diagrams notes and relevant colours as per National Building Regulations section \n• As-builts after/or during construction prior occupation/ completion certificate request to be submitted and approved prior to OC request \n4 \nCOMPLETING SANS 10400 FORMS 1 TO 4 – AVISUAL G","cbCaivCaeKrJNexL","https://ap.wps.com/l/cbCaivCaeKrJNexL","pdf",13325748,51,"English","# Building Control - From Submission to Occupation\n## Submissions\n## Workflow\n## Final Outcome\n# Completing SANS 10400 Forms 1 to 4 - A Visual Guide\n## Overview of Forms SANS 1 to 4\n## Form 1 – Declaration by Registered Architectural Professional\n## Section A: Project, Owner Details & Declaration By Owner\n## Section B: Professional’s Details, Registration & Accepts Appointment","[{\"question\":\"What are the key steps from submission to occupation in this process?\",\"answer\":\"The document describes pre-submissions, collaborator portal workflow with departmental circulation and reviews, handling negative outcomes and amendments, then final outcomes including signed/stamped drawings and required inspections before occupation.\"},{\"question\":\"What information must applicants ensure during submissions?\",\"answer\":\"Applicants are instructed to confirm basics such as registration numbers, required signatures, parking schedules, colours of new work, area tables, drainage reflections on drawings, and correct naming of drawings and forms including revised As-builts.\"},{\"question\":\"What is the purpose of completing SANS 10400 Forms 1 to 4?\",\"answer\":\"The guide states the purpose is to ensure accountability, compliance and quality, with each form assigned to specific responsibilities from declarations and appointment of competent persons through to completion certification.\"}]","Building Control - From Submission to Occupation - Q&A | PDF",1789565003]
