The session covers crosswalk mapping of 4-digit BOCs to 3-digit OMB classifications, update plans for MAX from GTAS files, and guidance on major BOC usage and accounting adjustments.","BOC Compliance Initiative\nCourse Objectives\nThe objective of this training is to:\nCommunicate discrepancies and remedies identified during the BOC Initiative based upon OMB Circular A-11, Section 83.\nThe background for this training:\nOMB issues an updated Circular A-11 every August.\nObject classes are categories in a classification system that present obligations by the items or services purchased by the Federal Government.\nOMB A-11 object classes define categories of spending.\nUSDA Budget Object Classifications (BOC’s) have more detailed classifications providing internal information for agencies at a morein-depth level.\nBOCs must roll up to OMB’s object class codes to ensure appropriate external reporting at the Federal level.\n2\nOMB A-11 Major Object Classes\nOMB Class Description\nOMB Object Class\nPersonnel compensation and benefits\n11, 12, and 13 series\nTransportation of people\n21 series\nTransportation of things\n22 series\nRent, Communication, Utilities, and Miscellaneous charges\n23 series\nPrinting\n24 series\nContractual services\n25 series\nSupplies\n26 series\nAcquisition of assets\n31, 32, and 33 series\nGrants and fixed charges\n41, 42, 43, and 44 series\nOther\n91, 92, and 94 series\n3\nUSDA’s Budget Object Classifications\nBOCs are:\nFour digits.\nA reflection of the goods or services acquired or received by USDA.\nSometimes defined by rules such as cost capitalizations, whether work is performed by another government agency.\nUsed on precommitments, commitments, and/or obligations.\n4\nMapping BOC’s to Object Classes\nBOC’s:\nBased on OMB classifications, and\nNot a direct match to the 3-digit OMB classifications.\nTherefore, BOCs are:\nMapped to OMB classifications using a crosswalk for external reporting.\nExample: BOC 2341, Building rentals - GSA maps to OMB A-11 classification 23.1, Rental payments to GSA.\n5\nPlans for Mapping BOC’s to Object Classes\nOCFO/FMS worked with mission areas and staff offices to:\nFacilitate consistent reporting of object classes across all external reports produced from FMMI source data.\nDevelop a standard crosswalk table to map 4-digit BOCs in FMMI to the 3-digit object codes in OMB’s Circular A-11.\nThe 3-digit object codes will be used for the following external reports: Governmentwide Treasury Account Symbol Adjusted Trial Balance System (GTAS), Digital Accountability and Transparency Act (DATA Act), and High-performance Analytic Appliance (HANA) Congressional Justification Report\nExample: BOC 2341, Rental payments to GSA, will map to OMB A-11 classification 23.1, Rental payments to GSA, on external reports.\n6\nWill MAX be Updated from GTAS Submission Files?\nYes, MAX, the information system used by OMB to collect and process most of the information required for preparing the budget, will be updated from GTAS submission files.\nPlans for the update include:\nAllowing Federal Agencies to continue using domain value “9999” for BOCs through at least the end of FY 2023 on their GTAS bulk file submissions.\nPreparing a crosswalk for Schedule O in MAX for FY 23 and prepopulating (but not edit checking) Schedule O in MAX (reporting as prior year in the 2025 President’s Budget).\nEdit checking per OMB’s expectations, Schedule O against GTAS data inFY 24 (reporting as prior year in the 2026 President’s Budget).\n7\nAccounting Adjustments at the Major BOC Level\nUsing summary level BOC’s when OMB has established sub-object classes in A-11 for a specific series does not allow for proper mapping.
