DRUGS\n\nBACKGROUND AND STATEMENT OF POLICY \na.Since the implementation of the anti-illegal drugs campaign of the Philippine National Policethrough Project Tokhang in 01 July 2016 and the simultaneous intensification of theBarangay Drug-Clearing Operations, various guidelines and regulations have been issuedby different government agencies to govern the handling of persons allegedly involved inillegal drugs. \nb.Project Tokhang yielded a significant number of surrenderers who were accused or haveadmitted to be users and/or pushers of illegal drugs in their communities and among thesesurrenderers, from the period of July 2016 to October 2018,around 27,000 were below 18years old. \nc.The volume of child \"surrenderers\"gave rise to confusion, challenges and questions amongimplementors charged with duties under the anti-illegal drugs campaign on how to apply orinterpret the many guidelines and regulations issued by different government agencies, which issuances were crafted mainly to contemplate adult surrenderers and not minors. \nd.The developments above underscore the need to create and clarify the protocol whenhandling children involved in illegal drugs especially in light of the State policy to safeguardthe well-being of its citizenry, particularly the youth, from the harmful effects of dangerousdrugs on their physical and mental well-being. \n##
