Axford, Open Space Coordinator \n(518) 439-4955 x1106 [laxford@townofbethlehem.org](laxford@townofbethlehem.org) \nMeeting Summary \nThursday June 12th, 2025 \n11:00am-12:30pm, Town Hall Room 101A/B \nIn Attendance: \nCERB: Francis Sheehan (Chair), Stuart Lyman, John Sherman, Monica Sharp, Marsha Walton \nStaff: Rob Leslie (Director of Planning), Lauren Axford (Open Space Coordinator) \nApplicants: Laura Hernandez, Sean Stewart, Seth and Kevin Hunter \nOthers: Mark King, Mohawk Hudson Land Conservancy \nMeeting commenced: 11:00am \n• The meeting began with a welcome from Lauren, the Open Space Coordinator (OSC), followed by introductions. \n• Lauren shared with the group that a mailing was sent out in January 2025 to all property owners that have parcels 5 acres and larger, with information about both the Conservation Easement Exemption (CEE) program, and the Purchase of Development Rights (PDR) program, which is geared towards the protection of active farmland. \n• Following the mailing, Lauren met with several property owners to answer questions about the programs and to provide feedback on whether the given property fit the criteria for one, or both programs. \n• The following 3 applicants are on today’s agenda: \no Laura Hernandez, 79 Retreat House Road Glenmont \no Sean Stewart, 99 Retreat House Road Glenmont \no Tryon Family Farm, 190 Old Quarry Road Feura Bush \n• Each applicant/landowner was offered the chance to speak about their interest in exploring \nconservation options, and then Lauren followed with reviewing the Conservation Criteria Assessment Scoring for each parcel. \no Laura Hernandez, of 79 Retreat House Road Glenmont, is interested in exploring a conservation easement for the property as she is concerned about the industrial development to the east of the property, as well as the solar projects happening on River Road that resulted in many trees being removed. Her intention in pursuing the conservation easement exemption is to protect the plethora of wildlife observed on the property-fox, bobcat, bear, squirrel, chipmunks, birds (including wild turkeys), and deer. \no The Conservation Criteria Assessment* gave 79 Retreat House Road a score of 11 “High Conservation Value”(see attached) . Points were awarded for: being adjacent to other protected conservation easement areas, contributing to an important wildlife corridor, containing potential groundwater recharge areas, connection to a Stepping Stone forest patch greater than 200 acres, being located within a designated Significant Biodiversity Area and part of a Significant Natural Community, for providing habitat for rare plant and animals species, for containing prime farmland soils, containing areas with significant erosion potential and steep slopes, and providing buffer between farmland and other land uses. \no Sean Stewart of 99 Retreat House Road Glenmont, is the adjacent neighbor to the south. This parcel was originally part of the Erastus Corning estate, and his residence is the former chauffer house for the estate. Sean’s main interest lies in establishing a sculpture park on the property wasn’t wanted to continue to explore conservation options and whether they would support this vision. He wanted to gauge interest in whether the Town would be willing to maintain the sculpture park as an additional public park, which unfortunately the Town is not willing todo at this time. \no The Conservation Criteria Assessment* gave 99 Retreat House Road a score of 11 “High Conservation Value”.
