BACKGROUND AND OBJECTIVE
Based on experience gained from Gavi funded Cold Chain Equipment Optimization Platform (CCEOP), the selection of a domestic refrigerator installation and logistic service provider as well as training of health facility staff in preventive maintenance and proper use of the cold chain equipment (i.e. “service bundle”) are essential in ensuring the sustainable operation of the cold chain equipment. Based on the need to strengthen the cold chain system, especially the refrigeration equipment at the commune level where vaccination sessions including COVID-19 vaccination take place, the Government of Vietnam requested UNICEF to procure the following equipment and associated service bundle:

| Power source | Type | Storage volume | Total, Qty | 30-day electronic temperature logger (Fridge-Tag 2E) | Spare parts, number of sets per 10 CCE | Unloading point |
| --- | --- | --- | --- | --- | --- | --- |
| Electricity | Refrigerator Haier HBC-80
(With Voltage regulator) | 61 liters | 219 | 219 | 22 | Hai Phong |
| Electricity | Refrigerator Haier HBC-80
(With Voltage regulator) | 61 liters | 631 | 631 | 63 | Ho Chi Minh
City |
| Total quantity | | | 850 | 850 | 85 | |

A distribution list with details of the commune health facilities, as defined and approved by Vietnam Ministry of Health, is provided in Annex","cbCaitGjynDIV79r","https://ap.wps.com/l/cbCaitGjynDIV79r","pdf",251271,9,"English","# BACKGROUND AND OBJECTIVE
# SCOPE OF WORK
## Supply model
## Bidders best value supply model
## Contracting modalities
## Implementation timelines
## Service requirements
# QUALIFICATION REQUIREMENTS
## Bidder eligibility
## Local agent requirements
# PAYMENT TERMS AND SCHEDULE
# TECHNICAL PROPOSAL
# FINANCIAL PROPOSAL
# EVALUATION METHODOLOGY
# REPORTING REQUIREMENTS AND KEY PERFORMANCE INDICATORS (KPIs)
# LIST OF ANNEXES","[{"question":"What is the purpose of this request for proposal for Vietnam?","answer":"To identify local contractor(s) able to deliver Cold Chain Equipment and the associated service bundle in Vietnam within a planned implementation schedule of up to 6 months."},{"question":"What responsibilities are assigned to the local contractor and UNICEF?","answer":"The local contractor coordinates customs clearance and in-country warehousing, distribution, installation, and training at health facility level, with centralized training for staff.
