Coordinating Responses to Emergencies in a Satellite Facility\nEmergencies will occur unexpectedly both during and outside of normal work hours. Clear lines of communication are critical for a coordinated response to such emergencies. The following describes communications pathways, and guidelines during an emergency within the Laboratory Animal Resources Center (LARC) and Satellite Facilities.\nChain of Command: The Chain of Command is in place so that personnel know with whom to communicate for instructions during an event that disrupts normal activities. The Emergency Response Team Chain of Command during a disaster mainly follows the organizational chart for the LARC and Satellite Facilities:\nLARC Director/Attending Veterinarian (AV)\nContact for the satellite unit. Typically a Facility Manager, Principle Investigator, or Supervisor. Depending on the org chart for the facility it may take more than one bullet to capture the decision making authority for the satellite unit (for example, there may be a responsible PI that oversees a Laboratory Supervisor). List the phone number(s) for each facility contact in Attachment 1. Consider attaching an org chart if that clarifies reporting responsibilities for the facility.\nAnimal care staff\nEssential personnel: Personnel in the following roles and positions are considered essential and should report to their assigned areas in the event of a University closure.\nList positions or titles rather than staff member names. If it is unclear whether a given role is eligible to be considered “essential personnel” work with with your department and your unit’s human resources contact to clarify the issue.\nResponse Team Responsibilities:\nProvide information about the animal facilities to First Responders (Police, Fire Department, etc.)\nSet priorities and order evacuations\nContact additional employees to assist at the site and arranging for transportation if needed\nMaintain a list of names of animal facility employees on site\nAssess critical resource needs and determining a method of meeting those needs\nServe as contacts for other OSU staff and administrators\nServe as contacts for researchers inquiring about animals/animal facilities.\nCommand Center: Choose a suitable location. Conceptually, a command center is a centralized location for the facility that will be the point of contact for leadership and the source of information in an emergency.\n2. Veterinary support\nNotify the Attending Veterinarian 541-737-6213 or cell 541-602-1283 for:\nUrgent veterinary care\nAnimal escapes\nTemperature extremes (generally below 45oF or above 85oF for un-acclimated animals) or HVAC failures that impact animals\nEvacuation of animals from their usual housing location\nThe Attending Veterinarian or their designee is available at all times. Depending on the species, other veterinary services may provide assistance at the AV’s discretion.\nSites outside the Corvallis area (HMSC, OHRC, and EOARC locations) will establish local veterinarian contacts and utilize them first in emergencies, with a follow-on call to the OSU Attending Veterinarian or designee. If you are one of these sites, list the name and contact information of the local veterinarian in Attachment 1.\n3. Communication Network\nTypical avenues for communication include landline phones, email/text/calls via mobile phones, radios, and a bulletin board at the Command Center. Note those that are applicable to your facility and note any “quirks” that may impact communication such as dead zones or places where WiFi calling may be required.\n4. Personnel Emergency Response Supplies\nLocation: Describe\n(See Attachment 2 for recommended list) Note any special supplies as appropriate\n5. Emergency Animal Supplies\nWater and food: Describe plans or sources for back up water and food supplies. Typically about 2 weeks’ worth should be stored or available in case of emergencies.\nConsider listing and de","cbCaii7SxvoVwJkQ","https://ap.wps.com/l/cbCaii7SxvoVwJkQ","docx",30274,7,"English","# Coordinating Responses to Emergencies in a Satellite Facility\n## Chain of Command\n## Response Team Responsibilities\n## Command Center\n# Veterinary support\n# Communication Network\n# Personnel Emergency Response Supplies\n# Emergency Animal Supplies\n# General Guidelines during an Event\n# Specific Events of Concern\n# Prioritizing of animal population\n# Euthanasia","[{\"question\":\"Who should personnel contact first in an emergency, and what is the chain of command?\",\"answer\":\"Personnel follow the emergency response chain of command centered on the LARC Director/Attending Veterinarian and the appropriate satellite facility contact(s).
