COVID-19 has affected every one of us – disrupting our daily lives, closing schools, restaurants, libraries, businesses and depleting local and state finances to a point of grave concern. \nMuch needed federal aid passed so far has gone a long way to mitigate the burden of lost income on those thrown out of work, small businesses, airlines and others. \nAs consideration is given to additional COVID-19 response packages, I urge significant, direct and flexible aid be provided to state and local governments to help them address increased costs to serve the community and offset significant lost income tax, sales tax and hospitality tax revenue. In recent public statements, Governor Cuomo estimated the state has lost $13 billion in revenue, which could lead to 20% cuts in aid to local governments and schools. Erie County Executive Mark Poloncarz has estimated the loss of sales tax, hotel tax, and other revenue could exceed $200 million, compounding potential cuts in state aid, forcing layoffs and reduced County services ([https://www2.erie.gov/exec/index.php?q=press/covid-19-pandemic-response](https://www2.erie.gov/exec/index.php?q=press/covid-19-pandemic-response)putting-pressure-erie-county-budget ) . The Buffalo City Comptroller reports that reduced revenue has contributed to a $35 million deficit in the current year budget, which would force deep cuts in City services. \nGiven New York State’s constitution requires state and local governments maintain balanced budgets, the sharp loss of tax revenue would result in severe cuts to public health, public safety, child protective services, 911 operations, social services, schools at all levels, libraries and cultural institutions at a time when they are all needed to support our community’s recovery. \nOnly federal recovery aid to state and local governments, including flexibility to replace lost revenue, can prevent these severe consequences. \nI realize that I am preaching to the choir, as I know you recognize the need to support our state and local governments in their vital roles on the front lines. I just want to support you in those efforts and urge you to keep on pushing! \nThank you for your consideration. \nRespectfully, \n(insert your name here)","cbCailULhZWbEAKK","https://ap.wps.com/l/cbCailULhZWbEAKK","pdf",68290,"English","# Letter content\n## Recipients and contact information\n## Letter body and request for aid\n## Placeholders and closing","[{\"question\":\"Who is the letter addressed to and what information is provided for contacting officials?\",\"answer\":\"The page links to contact emails for Congressman Brian Higgins, U.S. Senator Kirsten Gillibrand, and U.S. Senator Charles E.
