This commitment is actualizedthrough MCHB’s investment in these three early childhood-related programs: \n• Title V Maternal and Child Health (MCH) Services Block Grant \n• Maternal, Infant, and Early Childhood HomeVisiting (MIECHV) Program \n• Early Childhood Comprehensive Systems(ECCS) Program. \nMCHB recognizes that collaboration has the power to achieveimproved outcomes and efficiencies and is committed toa vision of coordination and alignment across programs.Although these early childhood investments have several \noverlapping priorities (see figure 1), there are recurring challengesin aligning and synergizing the programs at the state and jurisdictionlevel. This roadmap is a resource that lays out recommendations anda framework for state early childhood systems leaders, including stateTitle V and MIECHV program directors, to improve collaboration \namong early childhood initiatives. This roadmap also \nincludes case studies that demonstrate how thisframework is applied through several technical assistanceopportunities with states and jurisdictions. \nRoadmap for Collaboration among Title V, Home Visiting, and ECCS Page 2 \nThe MCH Services Block Grant(Title V of the Social Security Act) \nAuthorized by the Social Security Act in 1935, the Title V MCH Services Block Grantis one of the largest federal block grant programs providing states andjurisdictions with support for promoting and improving the health and well-beingof the nation’s mothers, children, including children with special needs, and theirfamilies. The legislation requires that each state and jurisdiction conduct acomprehensive needs assessment every five years. States and jurisdictions usethe findings of the needs assessment to select priorities for targeted focus anddetermine which of the 15National Performance Measures(NPMs) they willaddress. Each state or jurisdiction also must select at least one NPM for each ofthe five population domains MCH programs are required to address: \n• Women/maternal \n• Perinatal/infant \n• Child \n• Adolescent \n• Children with special health care needs. \n## Maternal, Infant,","cbCaiclx2K4l04P5","https://ap.wps.com/l/cbCaiclx2K4l04P5","pdf",10851437,47,"English","# Background\n## Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program\n## MCHB’s Early Childhood Systems (ECS) Portfolio\n## Roadmap for Collaboration among Title V, Home Visiting, and ECCS\n## Selecting a Shared Destination, Defining the Map, and Assessing Resources\n## Collaborative Action Planning","[{\"question\":\"What is the purpose of this roadmap?\",\"answer\":\"The roadmap provides recommendations and a framework to help state early childhood systems leaders improve collaboration among Title V, home visiting, and ECCS initiatives.
