TELECOMMUNICATIONS INFRASTRUCTURE INSIDETHE ALAMODOME;AND PROVIDING FOR PAYMENT.  \n*  \nWHEREAS,since June 1995 Ticketmaster L.LC.(\"Ticketmaster\")has been the exclusive ticketingservice utilized by the Alamodome,Municipal Auditorium and Lila Cockrell Theater;and  \nWHEREAS,with an increasing number of events utilizing Ticketmaster ticketing and with the recentagreement with the NFL's New Orleans Saints professional football team to play three(3)regular seasongames in the Alamodome,it is critical that the City utilize Ticketmaster's AccessManager ticket barcodescanning to authenticate and validate Ticketmaster tickets and increase the efficiency and speed of patronadmission to the facility;and  \nWHEREAS,Ticketmaster's AccessManager is a system whereby ticket taker staff use hand-heldscanners to scan the barcode located on each Ticketmaster ticket in order to instantaneously determineeach ticket's legitimacy and validity;and  \nWHEREAS,currently,Alamodome ticket takers manually remove a stub from each ticket,whichpotentially allows for invalid,duplicate and possibly counterfeit tickets to be used for admission to anevent;and  \nWHEREAS,the manual method slows the entrance of patrons into the facility and requires additionalpart-time staff to count ticket stubs in order to determine the attendance for each event;and  \nWHEREAS,the AccessManager system willalso facilitate event reporting and provide opportunities forvarious enhanced services to the patron admissions process via barcodes or other media printed ontickets;and  \nWHEREAS,the total cost of the Ticketmaster AccessManager system is $93,067.78 and Ticketmasterhas agreed to waive all AccessManager system installation costs,training costs,annual softwarelicensing fees and annual maintenance fees for the life of the City's Licensed User Agreement withTicketmaster;and  \nWHEREAS,this system will require the expenditure of $22,564.40 for the installation of additionaltelecommunications infrastructure and communication lines inside the Alamodome and thetelecommunications installation will be administered by Alamodome telecommunications staff inconjunction with outside contractors;NOW THEREFORE:  \nBE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN ANTONIO:  \n### SECTION 1.The terms and conditions of the Third Amendment to the Licensed User Agreement withTicketmaster are authorized and approved.\n\nSECTION 2.The City Manager or designee is authorized for a sixty(60)-day period following theeeffective date of this Ordinance to execute the Third Amendment to the Licensed User Agreement.Acopy of the Amendment,previously executed by Ticketmaster,is attached to this Ordinance as Exhibit I.  \nSECTION 3.The amount of $115,632.18 is appropriated in SAP fund 4500100,2004 NCAA StateSales Tax Refund Fund,SAP GL account 6102100-Interfund Transfers Out,entitled Transfer to 45-00007-90-01.The amount of $115,632.18 is authorized to be transferred to SAP fund 45099000.  \nSECTION 4.The budget in SAP fund 45099000,Project Definition 45-00007 Future Alamodome  \nEquipment,shall be revised by increasing WBS element 45-00007-90-01,entitled TRF FR SAP GL  \nAccount 6101100-Interfund Transfers In,by the amount of $115,632.18.  \nSECTION 5.The amount of $93,067.78 is appropriated in Fund 45099000 Project Definition 45-00007Future Alamodome Equipment,WBS
