O objetivo da pesquisa foi investigar como aprecariedade estrut ural e f uncional da Polícia Civil Maranhense impacta na persistência da criminalidade violenta no Maranhão. Ametodo logia utilizada foi baseada em análise bibliográfica, documenta l e estatística, utilizando dados da Sociedade Maranhense de Direitos Humanos (SMDH), do Fórum Brasileiro de Segurança Pública, da Associação dos Delegados de Polícia Civil do Estado do Maranhão (Adepol-MA) e de ó rgãos oficia is. Foramanalisados relatórios, legislações, est udos acadêmicos e estatísticas criminais. Os resultados apontaram grave deficiência estrut ural efuncional da Polícia Civil maranhense, especial mente no interior no estado, região que registra í ndices elevados de violência letal. O est udo contribui para a compreensão da relação entre precariedadeinstitucional e aumento da violência, demonst rando a necessidadede fortaleci mento da Polícia Civil para melhorar a investigação criminal e reduzir a impunidade. Conclui-se que a falta de investimentos na estrut ura e valorização profissional compromete a at uação da Polícia Civil e favorece o cresci mento da criminalidade no Maranhão, sendo necessá rio ampliar o efetivo, modernizar as de legacias e fortalecer as políticas de segurança pública.  \nPalavras-chave: Segurança Pública; Polícia Civil do Maranhão; Criminalidade Violenta Letal.  \nABSTRACT  \nThis article analyzes the precarious conditions of the Civil Police of  \nMaranhão and their impacts on lethal violent crime in the state through 2025. It highlights public security as a fundamental right guaranteed by the Federal Constitution and demonstrates the importance of police institutions in preserving public order and combating violence. The objective of this research was to investigate how the structural and operational deficiencies of the Civil Police of Maranhão affect the persistence of violent crime in the state. The methodology was based on bibliographic, documentary, and statistical analysis, using data from the Maranhão Society for Human Rights (SMDH), the Brazilian Public Security Forum, the Association of Civil Police Chiefs of the State of Maranhão (Adepol-MA), and official government agencies. Reports, legislation, academic studies, and crime statistics were examined. The findings revealed severe structural and operational deficiencies within the Civil Police of Maranhão, particularly in the state's interior regions, where high rates of lethal violence are recorded. The study contributes to understanding the relationship between institutional precariousness and the increase in violence, demonstrating the need to strengthen the Civil Police in order to improve criminal investigations and reduce impunity. It concludes that the lack of investment in infrastructure and professional development undermines the effectiveness of the Civil Police and contributes to the growth of crime in Maranhão.
