However, at the level of local implementation, this policy faces serious challenges, particularly during the pre-implementation phase related to policy communication and community engagement. This research is important because failure at the initial stage of implementation risks reducing the cooperative to a merely administrative entity without tangible economic activities. This study aims to analyze policy communication in the implementation of Koperasi Merah Putih in Gandul Subdistrict. The research employs a descriptive qualitative approach, with data collected through interviews with policy actors directly involved in the cooperative’s establishment process. The data are analyzed to identify gaps between policy socialization, community understanding, and the institutional readiness of the cooperative.The findings reveal a significant gap between policy ambitions at the central level and the realities of community understanding at the subdistrict level. A predominantly top-down and instructive pattern of policy communication leads to message distortion, low community participation, and a weak sense of ownership of the cooperative. Furthermore, unclear role distribution and low job satisfaction among cooperative managers negatively affect public trust and slow down the cooperative’s operational processes. These conditions reinforce the public perception that the cooperative is a government project rather than a collective instrument for economic empowerment. This study concludes that the success of Koperasi Merah Putih is highly dependent on transforming policy communication toward a more dialogical and participatory approach.
