Le cadre cible l’intégration des aspects E&S, la prévention des impacts, la sensibilisation du public et l’appui à la décision, en lien avec un RPF et des RAP.","Public Disclosure Authorized Public Disclosure Authorized  \nPEAC ET SNE  \nEtude du projet d’interconnexion des réseaux électriques du Cameroun et du Tchad  \nCADRE DE GESTION ENVIRONNEMENTALE ET SOCIALE (CGES) POUR LE TCHAD  \nRepublic of Chad  \nMinistère du Pétrole et de l’Energie  \nSociété Nationale d’Electricité (SNE)  \nCameroon-Chad Power Interconnection Project Environmental and Social Management Framework  \nExecutive Summary  \nCHAD  \nApril 2020  \nLe First Part-Dieu  \n2 Avenue Lacassagne  \n69425 Lyon Cedex 03  \nEXECUTIVE SUMMARY  \nProject description  \nThe PEAC (Central African Energy Pool) is developing a regional interconnection project between Cameroon and Chad which will enable (i) to exchange energy with the transfer of water power from Cameroon to Chad in order to reduce the local production which is more expensive, (ii) to optimize the development of the electricity sector in each of the two countries and (iii) to promote and develop rural electrification. The African Development Bank, the European Union and the World Bank finance this project.  \nThe Chadian part of the project concern the three following provinces: N’Djamena city, Chari-Baguirmi and Mayo-Kebbi Est. The Chad National Company of Electricity (SNE) is the project owner, who will also be the future operator, leads it. The Chadian part of the project has four components:  \n􀁺  Component 1 : Creation of 238 km HV interconnection line and three HV/MV substations (Gassi, Guelendeng and Bongor) and their maintenance and operation. Along the line, a corridor of 60 m wide will be realized involving the possible removal of the high vegetation including crops and displacement of some constructions. The African Development Bank and the World Bank finance this component.  \n􀁺  Component 2 : Rural electrification of the villages located along the HV interconnection line of the Chadian part: creation of 55 stations and 470 km of new lines involving the creation of corridors of 16 m for the MV lines (6 .4 m in agglomeration) and of 5 m for the BV lines. The African Development Bank finances this component.  \n􀁺  Component 3 : Intensification of the electricity distribution network in N'Djamena. The World Bank finances this component.  \n􀁺  Component 4 : Institutional support for the project environmental and social monitoring. The African Development Bank and the World Bank finance this component.  \nThe ESMF goals and principles  \nThis interconnection project must be the subject of environmental and social studies, in accordance with (i) the national regulations and in particular Law No 14/PR/98 of 17 August 1998 defining the general principles of environmental protection in Chad, but also (ii) operational safeguard of African Development Bank and (iii) environmental and social safeguards operational policies that govern projects and programs financed by the World Bank.
