In 2018, strict reforms were put into place to stabilize the economy and create an enabling environment for the private sector.  \n􀀁 Zimbabwe’s strategic location, with key transport and digital corridors that run through the country, and a substantial energy base potentially provide many benefits, which must be leveraged.  \n􀀁 Key economic sectors rely on infrastructure for their continued growth and success.  \nInfraSAP Approach  \n􀀁 The objective of the InfraSAP is to inform government decision making on infrastructure by identifying critical steps that can be taken to address policy and institutional constraints and outlining approaches to the prioritization of scarce resources for the infrastructure sectors to achieve economic and social policy goals.  \n􀀁 The analysis covers Power, ICT, Transport (Roads, Railways) sectors. It also covers cross-cutting aspects relevant to these infrastructure sectors.  \nZimbabwe InfraSAP First Phase: How to strengthen infrastructure performance to support the National Development Strategy  \n1. How Does Infrastructure Contribute to Development?  \na. Macro-economic objectives: jobs, growth, exports  \n• How and where are the key sectors of the economy dependent on infrastructure and prejudiced by infrastructure deficiencies?  \nb. Policy goals: social, environmental  \n• How and where are the country’s key policy goals dependent on infrastructure and prejudiced by infrastructure deficiencies?  \n2. Where Does Infrastructure Performance Fall Short and Why?  \na. Connectivity  \n• How well does infrastructure perform in terms of access, quality, efficiency and sustainability?  \nb. Finance  \n• Is infrastructure appropriately funded?  \n• Is public expenditure on infrastructure adequate and efficient?(Note: data availability limited our ability to analyze this in the First Phase) .  \n• What constrains domestic and international private finance?  \nc. Governance  \n• Are infrastructure projects adequately planned and procured?  \n• Are infrastructure markets and regulations well designed?  \n• Are infrastructure SOEs well governed and managed?  \n3. Covers the ICT, Electricity and Transport Sectors  \n4  \nNDS  \n• “The deterioration in the country’s basic infrastructure has had serious impact on productive sectors of the economy and on the level and quality of services to the public at large. During the NDS1 Period, efficient infrastructure delivery will be key in the realization of National Priorities and overall socio-economic development.  \n• This will involve restoration of basic infrastructure services such as roads and expansion in critical areas mainly targeting key sectors of energy, transport, water and sanitation, Information and Communication Technology and Housing. The targeted infrastructure sector outcomes in the Strategy will be underpinned by clearly defined and realistic sector strategies and interventions, including performance indicators geared towards
