Climate shocks are here to stay, highlighting the necessity to solidify macroeconomic stability and enhance quality service delivery to boost resilience.  \nAt the same time, tackling structural barriers to inclusive growth demands policy adjustments and more efficient public investment.  \nPolicy entry points to improve the income-generating capacity of the poor:  \nASSETS AND SERVICES. Asset accumulation has been a significant driver of consumption growth, particularly when combined with better connectivity and access to markets. Yet past progress has been largely concentrated in “low-cost” technologies like phone access and mobile money, and access gaps in all five dimensions of the Multidimensional Poverty Measure—electricity, drinking water, sanitation, education enrollment, and education attainment—remain too large. Further progress requires investing in these critical infrastructure dimensions and addressing the ongoing education crises. Deprivation is notably higher in rural areas, with the far north (Northern, Luapula, Muchinga) being the most disadvantaged. Meeting these investment needs will require improving public investment quality, scaling private sector involvement, and strategic, needs-based prioritization.  \nUSE AND RETURNS. Inclusive access to Markets and Services is critical for asset accumulation to deliver results. The disparity in poverty trends between near-urban rural areas and more remote rural regions is remarkable, as it is the difference between Lusaka and other urban areas in how labor markets work for the poor. Investing in connectivity, redefining urban policies to unlock the cities’ economic potential, and removing barriers for private-sector job creation are vital for significant poverty alleviation. At the same time, medium-scale and large-scale agriculture can be part of the solution. Promoting market-driven agriculture and increasing the sector’s productivity through adequate agricultural policy is critical not only for growth, but also for poverty reduction. In the near term, boosting the productivity of small-scale farmers remains crucial for assisting the poor, enhancing human capital for the next generation, and breaking the cycle of poverty.  \nTRANSFERS AND SHOCKS. Given the prominence of extreme poverty, widespread subsistence agriculture, and the rising frequency of weather shocks, enhancing the social protection system is pivotal to address chronic poverty and build resilience. Emphasizing a gender focus is crucial, as female-headed households are more likely to be poor, have less access to services, and display worse labor market conditions. It is essential to sustain the coverage and adequacy of the Social Cash Transfer program as a foundational social assistance program, while strengthening sustainable graduation pathways through a cash plus approach and enhancing its shock-responsive capacity.  \nHARNESSING DATA. Enhancing data production and integrating data use into policymaking are crucial. Basic statistical operations face significant delays, and administrative records and big data are underutilized. Monitoring and evaluation systems are weak, with impact evaluations and incidence analysis conducted only sporadically. Challenges include inadequate infrastructure, limited institutional capacity, and insufficient skills.
