It links poverty changes in Lusaka to shifts in low-skilled households, and to consumption growth supported by pro-poor asset accumulation such as electricity, solar/biofuel, and phone ownership. The assessment shows that agricultural pathways can lift outcomes, given differences in endowments, practices, and wage employment potential, while growth benefits are not uniform across urban areas.","| | | ZAMBIA POVERTY | |
| --- | --- | --- | --- |
| | | | |
| | | AND EQUITY ASSESSMENT
of
Pockets Hope Scan for full report
| |

Public Disc losure Authorized
Not all rural areas experienced rising poverty…
Contrary to the mainstream, rural areas in the highly urbanized provinces of Lusaka and Copperbelt—which host 9 percent of the rural population—experienced a modest but steady decline in the incidence of poverty. These areas benefited from larger and more pro-poor asset accumulation, which led to higher consumption growth arguably due to better connectivity and access to markets.
Climbing the agricultural ladder signals better performance than moving away from agriculture
Change in the composition of households
between 2010-2022 (pp)
Economic growth can benefit the urban poor...
During the last growth period (2010–2015), lowskilled households accounted for over half of the poverty decline in Lusaka. Outside Lusaka, the share of this population was negligible. During the recent stagnation (2015–2022), the poverty increase in Lusaka was less than half that of other areas. Behind this was stronger pro-poor asset accumulation—mostly driven by electricity, solar/biofuel, and phone ownership, and returns to these assets that were less negatively affected. Both findings signal the critical role of labor markets and an enabling environment for the assets of the poor to translate into consumption growth.
Diverging poverty trends between rural areas near urban centers and the rest of rural Zambia
Agriculture can offer a path out of poverty…
Roughly 40% of the rural non-poor receive most of their income from agriculture, yet they earn about three times more than the poor who also depend mainly on agriculture. Behind this contrast are better endowments and different agricultural practices (including diversification) . Wage employment in agriculture offers a promising option. Working for wages within the agricultural sector is comparable to being engaged in non-farm business. While there is a generalized move out of small-scale agriculture, thenon-poor are more likely to transition into mediumscale farming while the poor are more likely to transition out of agriculture.1 This in part reflects the limited availability of quality off-farm employment.
Growth reached the low-skilled population in Lusaka but not in other urban areas
1Small-scale, medium-scale, and non-agricultural households as defined by ZamStats sampling strata (LCMS 2022) .
