It explains how improved innovation, entrepreneurship, access to quality economic opportunities, and sustainable resource use can expand jobs, tax revenues, and investment. The diagnostic selects priority sectors where policy and regulatory improvements can accelerate growth, and supports policymakers in prioritizing the most impactful actions.","Public Disc losure Authorized \nZambia: \nCountry Private Sector Diagnostic \nDECEMBER 2024 \nu ub lic Disclosure th ir el Disclosure Authorized Pub lic Disclosure \nAbout the Country Private Sector Diagnostic \nThe private sector is the engine of long-term economic growth and a vital catalyst for global social and economic development. When functioning well, the private sector promotes innovation and entrepreneurship, improves access to and the quality of economic opportunities, and supports the sustainable use of natural resources. In developing economies, the private sector creates most jobs, generates tax revenue, and accounts for significant investment. \nThe revised Country Private Sector Diagnostic (CPSD) reports seek to unlock private sector–led growth and investment. Prepared jointly by the institutions of the World Bank Group, each report discusses the overall business environment within a country and provides an analysis of specific sectors in which private sector investment could accelerate growth, if appropriate policy and regulatory issues are addressed. \nDesigned from the perspective of an investor or entrepreneur, this new generation of reports seeks to identify untapped private investment opportunities and the barriers that stand in the way (earlier reports can be found here) . The sector opportunities are chosen based on their potential to spur private investment, create jobs, generate domestic revenue, and foster sustainable, inclusive growth, in response to targeted policy action. The report aims to help country policymakers prioritize the most impactful actions that can boost private sector growth, while delivering on broader development goals. \nThe CPSD is one of the World Bank Group’s core country diagnostics produced to guide the design and implementation of public and private investment projects, budget support operations, advisory services, and other analytical work. It is intended to be of interest to domestic and foreign business investors, government officials, World Bank Group staff and management, civil society, and other development partners. \nZambia: \nCountry Private Sector Diagnostic \nDECEMBER 2024 \nContents \nAcknowledgments iii \nExecutive Summary iv \n1 Country Context and Business Environment 1 \n1.1 Economic and Fiscal Context 3 \n1.2 Financing for Investment 4 \n1.3 Investment and Business Climate 8 \n1.4 Institutional Underpinnings for Private Sector Development 9 \n1.5 Looking Ahead 10 \n2 Sector Investment Opportunities 11 \n3 Mining of Copper and Other Energy Transition Minerals 18 \n3.1 Sector Context and Opportunity 19 \n3.2 Constraints and Recommendation for Private Investment 22 \n4 Solar Power 28 \n4.1 Sector Context and Opportunity 29 \n4.2 Constraints and Recommendations for Private Investment 33 \n5 Maize, Wheat, Soya 35 \n5.1 Sector Context and Opportunity 36 \n5.2 Constraints and Recommendations for Private Investment 44 \n6 Tourism 49 \n6.1 Sector Context and Opportunity 50 \n6.1.1 Conference and Business Tourism 54 \n6.1.2 Nature-Based Tourism (NBT) 55 \n6.2 Constraints and Recommendations for Private Investment 57 \nAppendix A: Estimates of Potential Increases in Private Investment and Employment 61 \nAbbreviations and Acronyms 67 \nNotes 69 \nReferences 78 \n Acknowledgments \nThe Zambia Country Private Sector Diagnostic was prepared by staff from across the World Bank Group.
