Directors also approved the required operational waiver for the application of the Bank’s Anti-Corruption Guidelines for IDA grants, instead relying on the fraud and corruption procedures of UNDP. Mr. Wisner wished to be recorded as abstaining on this operation.  \nDirectors expressed strong support for the WBG’s engagement in Yemen. They noted the focus on the achievement of development outcomes in Yemen despite the fragility and operating environment. They highlighted the need for close cooperation with development partners, IMF, and regional organizations to leverage additional support.  \nDirectors acknowledged the Bank’s role in developing the payment infrastructure, while advancing financial inclusion. They noted that the project would have immediate benefits such as digital payments and enhance the capacity of the Central Bank in Aden to regulate and supervise financial institutions.  \nFinally, noting risks associated with this operation, Directors asked management to closely monitor implementation, mitigate risks and share lessons to inform efforts in other FCV settings.  \nManagement would
