The IFC’s US$8 billion facility supports real-sector crisis response, working capital solutions for emerging-market banks, and liquidity/critical commodities financing, with an expanded multiphase approach for households, private sector, and governments.","Public Disclosure Authorized Public Disclosure Authorized  \nWorld Bank COVID-19 Response under the Fast Track COVID-19 Facility World Region – Proposed Investment in IFC Fast Track COVID-19 Facility  \nMarch 17th, 2020  \nChair Summary*  \nThe Executive Directors approved the proposed World Bank Group Package for a COVID-19 response under World Bank and IFC Fast Track COVID-19 Facilities.  \nThe Bank facility includes specific waivers and exceptions to (i) reallocate to the IDA18 Crisis Response Window (CRW) US$865 million from the IDA18 Private Sector Window and US$100 million from theset-aside for Syrian Refugees in Lebanon, and utilize these resources along with the remaining CRW resources of US$328 million for the COVID-19 response; (ii) authorize Management to allocate to IDA country programs such resources as are not needed for the COVID-19 response before the IDA18 period ends on June 30, 2020; (iii) waive the requirement for a country to declare a national public health emergency to access CRW resources; and (iv) waive IBRD’s commitment/standby fees for health-related COVID-19 financed operations payable during the first year of each financing, and for CAT-DDOs approved under the WB COVID-19 Response, a reduced front-end fee of 25 bps, as outlined in the terms and conditions set out in the President’s Memorandum.  \nThe IFC US$8 billion Facility comprises a US$2 billion Real Sector Crisis Response Envelope and a US$6 billion Financial Institutions Response Envelope of which US$2 billion is from the IFC’s existing Boardapproved Global Trade Finance Program, US$2 billion is in new Working Capital Solutions that provide funding to emerging market banks to extend new working capital lines and/or refinance performing portfolios when cash flows have been disrupted by the crisis, and US$2 billion is an expansion of IFC’s Global Trade Liquidity and the Critical Commodities Finance Program as outlined in the terms and conditions set out in the President’s Memorandum.  \nDirectors strongly supported the proposed World Bank Group response and commended Management’s rapid response to the unfolding health emergency. They appreciated the effort to ensure that the resources available under the World Bank Group COVID-19 Response would be programmed as soon as possible using the flexibilities embedded in emergency responses, including expedited and streamlined processes.  \nThey noted Management’s commitment to submit to the Board a global emergency Multiphase Programmatic Approach (MPA) program, along with several country projects. The additional US$4 billion will be used largely for projects prepared under this MPA, as well as some free-standing Investment Project Financing (IPFs) and replenishment of resources for original activities in projects that use Contingent Emergency Response Components (CERCs) .  \nDirectors urged Management to facilitate its efforts closely with member governments, private sector clients, and other organizations and agencies, including the World Health Organization and the IMF. They supported proceeding with the preparation of a second phase of the response that would be focused on addressing the unfolding impact on households, private sector and governments.
