The World Bank and 14 donor countries 1 established the Women Entrepreneurs Finance Initiative (We-Fi) Financial Intermediary Fund (FIF) in 2017 in recognition of the untapped potential of women entrepreneurs in developing countries. In line with the WBG Gender Strategy, We-Fi aims to address the formidable constraints these women face, by increasing access to finance, markets, skills, technology and improving policies. In keeping with the Green, Resilient and Inclusive Development (GRID) agenda, We-Fi focuses on building the resilience and capacity of women-owned and led small and medium enterprises (WSMEs) that that have the potential to grow and create jobs. It is also strongly aligned with the IDA20 Policy Commitments, given its strategic goal of allocating over 50 percent of its funds to WSMEs in IDA/FCV countries.  \n2. The World Bank serves as Trustee and hosts the Secretariat of the We-Fi FIF. Both the World Bank and IFC are We-Fi Implementing Partners (IPs), alongside the Asian Development Bank (ADB), African Development Bank (AfDB), European Bank for Reconstruction and Development (EBRD), InterAmerican Development Bank Group (IDBG) and the Islamic Development Bank (IsDB) . Donors contributed $359 million for We-Fi’s initial five-year allocation period which concludes on October 31, 2022, and membership of We-Fi’s Governing Committee (GC) is open to all sovereign donors that contribute $10 million or more to We-Fi. Launched at the G20 Leaders’ Summit in Hamburg, We-Fi has been endorsed by subsequent G20 Leaders Communiques, counts the W20, OECD and UN Women as Observers on its GC, and has a group of 13 Leadership Champions who act as advocates on behalf of women entrepreneurs.  \n3. We-Fi’s Governance Framework stipulates that new contributions may be made to the We-Fi FIF up to October 31, 2022, the “End Approval Date.” The World Bank Board paper for the establishment of We-Fi FIF (Section IV) also noted that as part of the risk mitigation measures put in place at the time of We-Fi’s establishment, We-Fi’s initial phase would be time-bound and subject to review.2 Accordingly, a Strategic Directions Note (SDN) was developed to consult the We-Fi GC on the direction of We-Fi beyond the current End Approval Date.  \n4. The GC came to consensus around pursuing a “steady-state scenario” after We-Fi’s initial allocation period ends on October 31, 2022. On this basis, on April 27, 2022, the GC agreed to a five-year extension of the We-Fi End Approval Date from October 31, 2022 to October 31, 2027. World Bank Management has agreed to this extension, in accordance with the World Bank’s relevant policies and procedures. The steady-state scenario maintains the structure and governance arrangements of WeFi, while considering a more targeted approach to scaling up We-Fi’s impact, increasing predictability for IPs, while focusing on and deepening the opportunity We-Fi has to achieve significant results.
