\n Tuesday,May 6,1986 \n# WITH CLOCK TICKING,CONGRESS REMAINS SILENT ON PELL SUPPLEMENTAL\n\nFor more than a month, the higher education community has made the push for a1986 supplemental Peli Grant appropriation one of its top priorities.Yet,despite sympathy from several members of Congress, little movement to wipe outthe estimated $490 million shortfall can be detected on Capitol Hil1. \nHigher education representatives have had \"assurances\"that a solution will befound before Pell Grant awards are cut, according to one lobbyist. With awardreductions scheduled to begin in July, however, education advocates have stillnot seen a concrete proposal. \nRepresentatives of both the House and Senate Labor,Health and Human Servicesand Education Appropriations subcommittees yesterday said that they know of nosupplemental request being developed by any member of their respective panels. While sympathetic to the plight of the Pell Grant-eligible students, neitherRep.William Natcher,D-Ky.,chairman of the House panel, nor Sen.LowellWeicker,R-Conn.,his Senate counterpart, have put together a solution. \nBound By Limits\"If there is any way to do it,Sen.Weicker would love todo it,and we are looking at several options,\"explained a Senate staffer.\"Butthe Senate is bound by Gramm-Rudman to keep its proposals deficit-neutral.\" \nThe Pell Grant shortfall, stemming from enrollment increases and mandated costreductions, has led the Education Department to develop a linear reductionstrategy rather than request a supplemental appropriation. \nUnder ED's plan, distributed to college aid offices in a \"Dear Colleague\"let-ter last month,Pell Grant awards to some 500,000 students would be cut andawards to 290,000 students would be eliminated.Assistant ED Secretary C.Ronald Kimberling said the reductions would kick in July 1(HED,Apr11⁹14)。 \nThe House this week is expected to act on its fiscal 1986 supplemental bill, which includes funds for ED's impact aid program.Although that might seemlike a golden opportunity for a Pell supplemental amendment to be introduced,House staffers expect such a plan to be addressed later in the year,if at all. \nMeanwhile,higher education advocates continue to spread the word.Universityof Maryland President John Tol1,speaking on behalf of the American Council onEducation and 13 other higher education groups, told the House approprlationssubcommittee last week that the situation may be \"devastating.\"The shortfallmay cause \"hundreds of thousands of students\"to“alter their college plansdrastically or drop out entirely.”--Bi11 Reinhard \n(C \n# THINK TANK REORGANIZES EDUCATION DIVISION,DOYLE MAY BE OUSTED\n\nA conservative think tank has told its education policy section that it will nolonger Washington,D.C.,-based American Enterprise Institute(AEI),has unti1June 30 to secure funding or he will be forced to leave, according to informedsources. The move is part of a mass reorganization at AEI
