Tuesday,July 9,1985 \n# WHITE HOUSE TAX REFORM PLAN BAD NEWS FOR HIGHER EDUCATION,PANEL TOLD\n\nIf President Reagan's proposed tax reform plan is approved as 1s,colleges anduniversities would be imperiled, the House Ways and Means Committee was toldyesterday. \nAmong other things, engineering schools would go downhi11,medicine would onceagain be a field for the rich and black student recruitment would decline, saidJean Mayer, president of Tufts University and a renowned nutritionist. \nThe House panel yesterday kicked off hearings into Reagan's tax reform plan, which 18 opposed in large part by the higher education community. The planwould eliminate tax deductions for charitable gifts from non-1temizers,end thedeductibility of state and local taxes from federal taxes and would eliminatestate and local governments'use of tax-exempt bonds(HED,May 30). \nLeave It Alone?\"Leave it as it is,\"Mayer said of the Economic Recoveryand Tax Act of 1981 that allows charitable contributions to be deducted byindividuals who do not itemize their tax returns. \nMayer also urged the committee to leave the current tax brackets as they are, instead of reducing the tax rate for the top individual tax bracket from50 percent to 35 percent. There are currently 14 tax brackets, but Reagan'splan would reduce that number to three. In theory, lower tax brackets reducethe incentive to give to nonprofits. \nIncreased CostsThe tax reform proposal would cut overall giving tohigher education by about $11 bill1on,or 17 percent,Mayer argued. The pro-posed lower tax rates, though helpful to some individuals, would increase thecost of giving for those who contribute to nonprofits,he said. \nAccording to the American Council on Education(ACE),which submitted testimonyto the committee,85 percent of all charitable contributions by individualscome from families with incomes of less than $50,000 a year. But underReagan's plan, another 20 million taxpayers would become non-itemizers,shrinking the pool of potential contributers even further,ACE said. \nThe loss of the non-itemizer's deductions would reduce contributions by about \n$6.7 billion in 1986,according to information provided by Independent Sector,an umbrella group of more than 600 voluntary organizationg. \nIndividual contributions supply the nation's colleges and universities with90 percent of all gifts, testified Brian O'Connell, president of IndependentSector.(more) \n1985 \n July 9, \n# TAX REFORM PLAN BAD NEWS FOR HIGHER EDUCATION,PANEL TOLD(Cont.)\n\nRemoving the above-the-line deduction for non-itemizers and increasing thenumber of non-itemizers from 59 percent to 76 percent, would mean an estimatedloss in gifts of some $6.8 billion in 1986,Mayer added. \nUniversities and colleges use gifts to pay for research, scholarships, newteaching programs, new or renovated facilities and chairmanships in new fieldsof learning. \nAnd while O'Connell said the higher education community could\"choke down\"theproposal to reduce the number of individual tax brackets, both agreed they weregreatly concerned about the proposal to include the appreciated portion ofgifts of property in an alternative minimum tax. \nUnder the proposal,a minimum tax for individuals would be offered in the formof an alternative tax.In calculating that tax,an individual's adjusted grossincome is added to the value of certain tax preferences, tax deductions andexemptions are subtracted, and 20 percent of the result is taken as tax.Thetaxpayer then pays the minimum tax or the regular tax, whichever is greater. \nMore Disincentives \"We are willing to take an enormous loss if tax ratesare lowered,\"O'Connell said.\"But don't compound the loss\"by adding otherdisincentives to giving,he said. \nACE said the administration's proposal to count charitable contributions ofproperty, such as works of art,as tax \"preferences\"or shelters instead ofdeductions when calculating a minimum tax is\"inappropriate and unwise.\" \nAbout $3 billion of the $4.6 billio","cbCaifWRFJuxfhoB","https://ap.wps.com/l/cbCaifWRFJuxfhoB","pdf",1251706,"English","# WHITE HOUSE
