Province, underthe wise, sagacious and honest guidance of Sir Lomer Gouin(whoserelinquishment of office is a distinct calamity to the whole Dominion),has gone forward by leaps and bounds. Not only has its wealthincreased, but its population also;and if it-keep up its presentratio of advance,it will,in the near future, become theBanner Province of the Dominion. At present it is in estrangement. It has practically no representation at Ottawa. There is,we believe, but one French-speaking member in the Cabinet. This is.a mis-fortune,from whatever angle you may care to view it.Whateverfanatics may say,the future of this country must be one of com-promise.Quebec's religion, language and laws are guaranteedby solemn compact, and time has but solidified and fortified herunique position among the Provinces.Short of physical reconquest, which is inconceivable, the rest of us must, and,as a matter of fact,do accept the situation. \nNow,the supreme advantage which Quebec holds is its soli-darity.It is practically a racial unit. There may be,no doubtthere are, family differences and sharp personal rivalries.Certainly \nM.Bourassa represents an extreme form of nationalism, and isopposed, root and branch,to what he calls Imperialism. He hasno great love for Britain or British ways, and would be well contentto see the whole vast Confederacy resolved into its separate parts. He dreams of a dominant French race,if not on the whole continent, certainly on the northern part of it.He is,apparently, out of touchwith both political groups(Rouge and Bleu),and goes his way un-troubled by criticism from any quarter. He is the brilliant editorof a daily paper which has a considerable circulation, and the powerhe wields is not to be despised. He has the supreme courage of hisconvictions, and,in fact, editorially,Le Devoir is M.Henri Bourassa. The stand he took during the war had a great deal to do with thefinal attitude of Quebec in the matter of conscription. That hedid not,or could not,see the world-wide character of the strife—that it transcended all Imperialistic and other aims, and that thetrue issue was whether French civilization should be utterly over- \n\n| |\n| --- |\n| 2 \u003Cbr>THE ONLOOKER |\n| |\n\nwhelmed or rise to new and more glorious heights--is to be pro-foundly regretted. That he should not have been energetic in behalfof Britain was understandable;but that he should have been luke-warm in the cause of France was truly tragic. It shows how farthe habitant has drifted from the country of his origin. \nStill,there is this to be said in extenuation:Mr.Bourassa is atypical French-Canadian in his point of view—which is not world-wide in sympathy, but intensely local. The Quebecker is as he is.Time and chance has formed him,as it has formed us all.In nocountry in the world does the phrase,\"racy of the soil,\"so aptlyapply, and the reasons for this are historic. \nThe original habitant was,so to speak, thrown on the shoresof the New World entirely against his will.A sympathetic readingof James Douglass'masterly work,“Quebec in the SeventeenthCentury,\"will make the whole matter quite clear. This admirablehistory(the finest historical monograph we possess)should be readand studied by every patriotic Canadian. Most unfortunately itwas printed by Burrowes &Co.,of
