\n2.Are you sure how many persons are in the household and their circumstances一eg working, retired, sick etc? \n3.Do you have the ages of any children and non-dependants under 21? \n4.Do you have full details of housing costs-eg rent and/or rates, mortgagerepayments etc? \nIf your client is a council tenant, watch thaf the rent you use is one based upon 52week rental. \n5.Have you got details of the kind of heating system your client uses-eg is itcentral heating? \nWhen you are sure about these details, especially the nature of your client'sincome, turn to the relevant part. \nThe Low-paid worker/Workerwith a large family \nThe relevant benefits which can be claimed are:Rent rebates, rent allowanceff private tenant);Rate rebates (council tenants, private tenants, owneroccupiers);Education welfare benefits (free school meals, clothing grants, education maintenance awards);Family income supplement;Free milk andvitamins;Exemption from dental and optical charges;Exemption frompreseription charges. \n## Rent rebates and rent allowances\n\nFor general information about qualifying incomes turn to page 7 after readingthe following: \n## Points to watch\n\n·The rebates schemes are interested in gross incomes, before any stoppages.Don't forget family allowance, etc. \n●Some incomes are partially disregarded. \n●Do not delay applying because wage or salary slips are not available. They canbe sent on later. \n·All tenants pay rates,so don't forget to check for rate rebate. \n●The rent rebate starts from the week you apply—so delays lose money. \n·If they ask for an earnings certificate but your client does not want hisemployer to know his business, talk to the head of the rebates office. Most willfind wage slips acceptable. \n·Make sure rent is 52 weeks based, and is less rates or heating charges, etc(ierent alone). \n·Where there are exceptional circumst:aces your local authority has discretionto pay specially high rebates(Section 21,Housing Finance Act 1972). \n## Rate rebates\n\nAlmost all low paid workers should qualify for help with their rates.Forgeneral information about qualifying incomes turn to page 8 after reading thefollowing: \n## Points to watch\n\n·Quite high incomes qualify for rate rebate where there are children. \n■All points apply as for rent rebates and rent allowances above, except: \n·Rate rebate starts from beginning of the month in which the application isreceived—so move fast if near end of month. \nRate rebates can be backdated in exccptional circumstances (SI no 327,1975,Regulation 7). \n·You must ensure rate figure is less wal r and sewerate rate,ie general rate only.
