\nVol.13,No.81 \n# WEICKER PREDICTS SENATE WILL MAKE FEN STUDENT AID CUTS\n\nAfter listening to Assistant Education Secretary Edward Elmendorf discuss theadministration's fiscal 1986 postsecondary education proposals for a half houryesterday,Sen.Lowell Weicker,R-Conn.,made a prediction. \n\"I don't think much of what the administration has proposed in terms of cutsare going to occur,\"Weicker,head of the Labor,Health and Human Services andEducation Appropriations Subcommittee, told Elmendorf.\"My concern is thatthese were arrived at by budgetary rather than educational considerations.\" \nDespite his concerns,Weicker,as well as ranking minority member WilliamProxmire,D-Wis.,complimented E1mendorf and his ED staff for introducing newideas in the fight against government waste. \nWean Students Off Aid?Elmendorf restated before the panel the adminis-tration's contention that the nation's students have developed an“excessivereliance”on student aid,and added that the budget represents an attempt to\"properly restore\"the role of students and families in financing college. \nThe administration's budget proposal included a $1.7 billion cut in studentfinancial aid, from the $7.9 billion appropriated for 1985 to $6.2 billion for1986(HED,Feb。4)。Guaranteed Student Loans(GSL)would be slashed from thisyear's $3.7 billion appropriation to $2.7 billion and Pell Grants would befunded at $2.7 billion, compared to $3.5 billion this year. \nThe education budget also includes a $4,000 cap on total subsidized studentaid,a $25,000 family income cap for Pell Grant eligibility and a $32,500 fam-ily income cap for subsidized student aid eligibility. \nore od cng rour proposae,Bamendot totha the subocomatecname are teying E。get a handle on a program…that has essentially spun out of control.\" \nElmendorf said the proposed changes in student aid would not deny low-incomeindividuals access to higher education. Moreover,he said, there would not bemassive defections of students tranferring from private colleges to lower-costpublic institutions. \nWeicker expressed concern over the family income caps, noting that under Pres-ident Reagan's original proposal, the caps remained the same whether a familyhad one member in college or several. \nElmendorf admitted that was a problem, but said the budget compromise workedout early this month between Senate Republicans and administration officials(more) \nApri125,1985 \n# WEICKER PREDICTS SENATE WILL MAKE FEW STUDENT AID CUTS(Cont.)\n\navoided that pitfall by proposing a $60,000 annual family income cap.Thecompromise also includes an $8,000 yearly 1imit on federal aid to individualstudents(HED,April 8)。Elmendorf added that families also have the option oftaking out unsubsidized Parent Loans for Undergraduate Students(PLUS)undereither proposal. \nWeicker also raised the point that taxpayers are concerned about two problems:the GSL default rate and the perception that students who already have“ade-quate finances\"are getting loans. \nLegitimate FearsThose fears are legitimate, according to Elmendorf, whoadded that a number of administration proposals, such as tightening the inde-pendent student status and requiring a high school diploma or its equivalentfor student aid, would help to ease those concerns. \nProxmire had some concerns of his own, including ED's internal quality controlstudies, which reported that $326 million in student aid was awarded erroneous-ly in fiscal 1984.\"Why can't you get the bugs out of the system?\"he asked. \nThe Education Department is attempting to do just that by altering eligibilitystandards,Elmendorf countered.\"The system is flawed,\"he said. \nIn addition,Proxmire criticized proposed cuts in several higher and continu-ing education programs, including the $31 million international education/for-eign language studies program, which has been targeted for elimination. TheWisconsin lawmaker said the program has received kudos from both the State andDefense departments. \n\"I might suggest that if","cbCaiqawqoXpvzEU","https://ap.wps.com/l/cbCaiqawqoXpvzEU","pdf",1229538,"English","# WEICKER PREDICTS SENATE WILL MAKE FEN STUDENT AID CUTS\n## Student aid cuts in the fiscal 1986 proposal\n## Family income caps and loan eligibility\n## Concerns about defaults and erroneous awards\n# UNIVERSITY OF TEXAS OFFERS MINORITY RESEARCH INTERNSHIP\n## Internship eligibility, schedule, and stipend\n## Selection process and application information\n# COURT DISMISSES SUIT TO HALT SALLIE MAE S&L ACQUISITION\n## Dismissal reasons and court standing","[{\"question\":\"What did Senator Lowell Weicker predict about the proposed student aid cuts?\",\"answer\":\"He predicted that many of the proposed cuts would not occur, arguing they were driven more by budget considerations than educational ones.\"},{\"question\":\"How did the administration’s proposal plan to change student financial aid funding?\",\"answer\":\"It included a $1.7 billion cut to student financial aid, reductions to Guaranteed Student Loans, and lower funding for Pell Grants, alongside eligibility caps based on family income.\"},{\"question\":\"What reasons did the court give for dismissing the suit related to Sallie Mae’s acquisition?\",\"answer\":\"The judge ruled the bankers lacked standing and failed to state a claim under state law.\"}]","WEICKER PREDICTS SENATE WILL MAKE FEW STUDENT AID CUTS | PDF",1789970168,13]
